- The General Services Administration, Public Building Service, Region 7, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide all labor, supervision, equipment, and material to clean the exterior surfaces of the Hale Boggs Federal Building and Courthouse (GSA Bldg. No. LA0085ZZ), located at 500 Poydras St., New Orleans, LA 70113, as described below. The services required include cleaning all exterior surfaces of the Hale Boggs Federal Building, excluding the door and window glazing and frames, and roofing. The services include: cleaning associated planters, bollards, enclosures, stairs, and exterior concrete paving; cleaning of precast panels shall be performed by a low pressure hot water system (the use of chemical cleaning agents is allowed, but must be submitted and approved for use by GSA); cleaning all residues created by the cleaning process from all affected surfaces (all windows shall be wiped down and free from over-spraying watermarks); provide, erect, move, and remove all cranes, lifts, scaffolding, and swing scaffolding required to clean all scoped surfaces; provide all offsite staging required for the work; protect all adjacent existing surfaces and finishes affected by this work (protection shall be performed in a manner as to not void any warranties); meet all OSHA requirements needed to perform this work, including but not limited to: fall protection, pedestrian protection, and PPE. The Hale Boggs Federal Building and Courthouse complex consists of a 14-story above-grade office tower, and a 6-story above grade courthouse. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 561790; the associated small business size standard is $7.5 million. The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. NO LARGE businesses need to respond to this notice. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. If your organization has the potential capacity to perform these contract services, please provide the following information: (1) A complete and current record of your registration within the System for Award Management (SAM.gov), located at https://www.sam.gov/. The record shall include your DUNS number, organization name, address, contact name, email address, web site address, telephone number, type of organization, and small business type(s). In order to be eligible for contract award with the Federal Government, offerors must be registered within the SAM.gov database. For assistance with registering within the SAM.gov database, interested may contact the Federal Service Desk (FSD) Monday - Friday, 8a.m. to 8 p.m. ET, at 866-606-8220. (2) A capability statement supporting claims of organizational and staff capability to perform exterior building washing services described herein. (3) A list of exterior building washing contracts and associated customers with multi-story buildings (performed within the last 5 years). Include the size of the facility or facilities (i.e., total square footage of the facility/facilities referenced, and/or total number of stories). A point of contact (Building/Property Manager, Contracting Officer, etc.) to each identified contract related to item (3) above. Please provide the name, title, agency (or like concern), telephone number, email address, and physical address with the associated contract. (4) Proof of insurance coverage and limits. GSA requests that potential sources only submit the minimum information necessary and no more than four (4)pages. The SAM.gov record does not count toward the 4 page minimum. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. However, GSA may contact sources to gather additional information as required. Submission Instructions: Interested parties, excluding large businesses, who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 4:00 PM (CDT), Monday, August 17, 2015.
