- The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract for the development and delivery of hardware and software for a Common Combat Management System Component Based Total Ship System - 21st Century (COMBATSS-21) on the Frigate LCS Class Ship to Lockheed Martin Mission Systems and Training (LM MST) located in Moorestown, New Jersey. The contract covers FY16 through FY21 requirements and will include a period of performance of 60 months from the time of contract award. The planned contract action will provide for the development, software and hardware integration, procurement, and delivery of two COMBATSS-21 CMS for LCS Class Frigate ships. The contract will procure Common LCS Class Frigate CMS hardware and develop software for integration into the combat systems of the Freedom and Independence hull variants. The base contract will include the following: • Development of Frigate CMS hardware to include support of system requirements review thru the Physical Configuration Audit at which production drawings are approved for release. • Frigate CMS software development and Combat Systems (CS) integration into both the Freedom and Independence variant hulls. Development of Frigate CMS software to include support of system requirements review thru the final delivery of CMS software once functionality is demonstrated thru operational testing. CS integration efforts include support of the system requirements review thru completion of detailed design and development of activation test procedures for the CMS. • Frigate CMS and CS Technical Data Package (TDP) development includes the development of drawing packages and technical documentation to support the ship program data requirements. The contract will include options for the following: • Logistics products to include development and delivery of logistics products to support the Frigate CMS. • Hardware production for two ship sets for FF33 and FF34 • Engineering Support to include feasibility studies and project engineering The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only One Responsible Source and No other Supplies or Services will Satisfy Agency Requirements. LM MST is the only source that can meet the Navy's Frigate shipbuilding program schedules. This notice is not a request for competitive proposals.
