- Information Packet This Special Notice constitutes the only solicitation. A written solicitation will not be issued. Solicitation number HSCG38-15-Q-010140 is issued as a Special Notice of Intent to Award to the Aircraft OEM, Airbus DS Military Aircraft, Inc. Cage Code 0DAF1, or a fully capable service vendor. When in receipt of evaluation or baseline price quotes only, the government reserves the right to issue a purchase order based on the government estimate of the repair or overhaul as applicable based on the government's historical pricing data. Contingent upon availability of funding, using Simplified Acquisition Procedures, the USCG Aviation Logistics Center (ALC) intends to award a purchase order to the fully capable service vendor that quotes the overall best value to the government. With exception of the Aircraft OEM or Component OEM or Production Approval Holder (PAH), a capable repair vendor must be deemed capable by USCG Aviation Logistics Center Medium Range Surveillance Division's Engineering Department (ALC MRS) and therefore must be a FAA Certified Repair Facility, and/or an OEM Approved Repair Facility, have legal access to or be in legal possession of all current OEM Data required to complete the repair, be able to certify that final assembly and testing will be conducted at their facility, and with such certification place their FAA Form 8130-3, or if OEM their CoC, on the component. Vendors who do not meet the capability requirement will not be considered and should not respond. This solicitation will not be extended or the award delayed for a vendor to submit their service data for capability determination or for registration in SAM.GOV. If not previously deemed capable by ALC MRS Engineering, vendors who believe they would otherwise qualify based on the aforementioned criteria are encouraged to contact Bryan.P.Bray@uscg.mil for a capability evaluation and determination toward future awards consideration. The applicable North American Industry Classification Standard Code is 488190. The Coast Guard intends to issue a Not-To-Exceed post assessment firm fixed price repair order to the Aircraft Original Equipment Manufacturer (OEM) for repair using OEM Proprietary Data for the following item(s): 3 Each NSN 6130-01-530-9311, P/N 1-002-0102-1020, INVERTER (Repair IAW CMM 24-20-68 LATEST REVISION) 2 Each NSN 6130-01-530-9310, P/N 1-002-0102-1025, INVERTER (Repair IAW CMM 24-20-68 LATEST REVISION: Will require replacement of Capacitor as directed by AIRBUS MILITARY COM 235-306 STATIC INVERTERS IMPROVEMENT. The correct equipment designator referenced in AIRBUS COM 235-306 should read C158 and not C104.) The Coast Guard does not own nor can provide the OEM's Service Manuals, Service Bulletins, or Proprietary Data. With their quote, vendors must provide a copy of the first page of the current OEM Manual or Service Reference, and in their quote make reference to it (i.e. "will be repaired IAW CMM 12345-6789"). The Aircraft OEM is AIRBUS DEFENSE AND SPACE SAU EADS CASA DE ARAGON 404, MADRID, ESP E-28022, Cage Code 0117B, and their domestic facility is AIRBUS DS MILITARY AIRCRAFT, INC Cage Code is 0DAF1. A standard information packet and sole source justification document(s) as applicable is attached to this Special Notice of Intent to Award. The closing date for this intent to award notice is August 17, 2015 at 4:00 pm EST. Anticipated award date is on or about August 19, 2015, with an anticipated required delivery date of all items on or before November 22, 2015.
