- In a word document Sources Sought/Request for Information Description: This Sources Sought Synopsis is in support of Market Research being conducted by the United States Navy to identify potential sources, and to issue a Request for Information (RFI) from all businesses capable of providing hazardous material cabinets for U.S. Navy ships. The U.S. Navy is developing Commercial Item Descriptions (CIDs) to use in purchasing commercial flammable, corrosive, and oxidizer cabinets designated for shipboard use. The CIDs contain the minimum cabinet design specifications required by Naval Sea Systems Command. Design requirements were developed based on commercial cabinet designs and specify features such as materials of construction, coatings, doors, locks, sumps, and cabinet color. Requirements are also included for shock qualification (Grade B per MIL-S-901D) and vibration (MIL-STD-167) testing. The purpose of this RFI is to obtain vendor feedback to determine if commercially available units comply with the CID design requirements for a) flammable, b) corrosive, and c) oxidizer cabinets. CID design requirements for these cabinets are provided in Attachments A, B and C. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNONCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT NOTICE IS STRICTLY VOLUNTARY. Responses: Interested businesses are requested to respond to the following questions •1. Does your company already manufacture units that comply with the proposed CID requirements listed in Attachments A, B and C? •a. If yes, please list cabinet types (flammable/corrosive/oxidizer) and model numbers. •b. If no, is there a cabinet in your current product line that meets some of the proposed CID requirements listed in Attachments A, B, and C? If yes, which requirements does your product meet? •2. If you do not have any fully compliant cabinets already in your product line, do you have the capability to manufacture and test (as needed) cabinets that fulfill the proposed CID requirements listed in Attachments A, B and C? If no, please explain. •3. Do you have any feedback to improve the requirements? Attachment A: NAVSEA Flammable Material Cabinet Design Requirements Category Requirement# •1. Shock Qualification Cabinet shall meet Grade B shock requirements per MIL-S-901D. •2. Vibration Cabinet shall meet vibration qualification per MIL-STD-167A •3. Installation drawings Vendor shall provide installation drawings/sketches/instructions that specify the foundation/welding configuration that passed shock and vibration testing. •4. Maximum Size Maximum cabinet size shall not exceed 30 gallons •5. Sump Cabinet secondary containment or cabinet sump shall contain 10% of the aggregate volume •6. Doors, locks Cabinets shall be designed with self-closing, self-latching doors and shall have a door gasket. •7. Doors, locks Cabinets shall be lockable by padlock or integral lock •8. Paint, color Cabinet shall be painted yellow, color chip 13538 or similar •9. NFPA Rating Cabinet shall be NFPA 30 rated Attachment B: NAVSEA Corrosive Material Cabinet Design Requirements Category Requirements •1. Shock Qualification Cabinet shall meet Grade B shock requirements per MIL-S-901D •2. Vibration Cabinet shall meet vibration qualification per MIL-STD-167A •3. Installation Drawings Vendor shall provide installation drawings/sketches/instructions that specify the foundation/welding configuration that passed shock and vibration testing. •4. Sump Cabinet secondary containment or cabinet sump shall contain 10% of the aggregate volume •5. Doors, locks Cabinets shall be designed with self-closing, self-latching doors and shall have a door gasket. •6. Doors, locks Cabinets shall be lockable by padlock or integral lock •7. Paint, color Cabinet shall be painted light blue, color chip 15200 or similar •8. Material, paint Cabinets shall be of steel construction with acid-resistant epoxy paint or epoxy powder coating •9. Maximum Size Maximum cabinet size shall not exceed 30 gallons •10. Shelves Cabinets shelves shall be lined with acid-resistant material (epoxy paint or epoxy powder coating) or fitted with polyethylene trays or liners to contain spillage •11. Water tightness Cabinets installed on the weather deck shall be watertight •12. Freeze protection Cabinets installed on the weather deck shall be insulated to protect contents from freezing Attachment C: NAVSEA Bulk Oxidizer Material Cabinet Design Requirements Category Requirement •1. Shock Qualification Cabinet shall meet shock requirements per MIL-S-901D •2. Vibration Cabinet shall meet vibration qualification per MIL-STD-167A •3. Doors, locks Cabinet doors shall have a rubber seal around the inside perimeter of the door(s) to contain spills •4. Doors, locks Cabinet shall be lockable by padlock or integral lock •5. Color Any color chip except yellow color chip 13538 or similar. Yellow is the color of flammable material cabinets. •6. Paint Cabinets constructed of metal shall be coated with an epoxy powder coating, 4-6 mils Dry Film Thickness (DFT) •7. Maximum Size Maximum cabinet size shall not exceed 30 gallons
