- Pocket J- Sections L & M Pocket J PWS This synopsis is to announce that the Air Force Life Cycle Management Center (AFLCMC) intends to issue a request for proposals (RFP) to provide services required to support the Pocket J system. These services include Help Desk support, Scheduled and Unscheduled Maintenance, Program Management, Completion of Block Cycle Upgrades, manage Government Furnished Equipment (GFE), Information Assurance (IA), Deficiency Reporting, Monthly Status Reports, Configuration Control of Design and Functional Capabilities Diminishing Manufacturing Sources and Material Shortages (DMSMS) management, Training, Technical Data, Drawings, Provisioning and Travel for the Pocket J program. This contract will be primarily a Firm Fixed Price (FFP) contract with some Cost Plus Fixed Fee (CPFF) and Cost Reimbursable (CR) line items. It will contain a basic ordering period with four annual options. Specifically, the effort will include a basic 12-month period of performance (18 Jan 2016 through 17 Jan 2017) with four 12-month options (through 17 Jan 2021), providing a total of 5 years of performance if all options are exercised. The solicitation is expected to be released on or around 30 Aug 2015. Contract award is expected to be issued on or around 18 Jan 2016. The proposed contract action will be a competitive Service Disabled Veteran Owned Small Business (SDVOSB) Set Aside. The solicitation method will be Request for Proposal, utilizing FAR Part 15 procedures under Source Selection Processes and Techniques and the basis of award of Lowest Price Technically Acceptable (LPTA) IAW FAR 15.101-2. We have attached Sections L and M of the proposed RFP for your review and we request your feedback on these documents. Responsible interested persons may identify their interest and capability to respond to the requirement or submit proposals. Information received will normally be considered solely for the purpose of the buyer or PCO identified above for additional information and/or to communicate any concerns related to this acquisition.
