- The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia, intends to enter into negotiations, on a sole source basis, with National Instruments, 11500 N. Mopac Expwy., Austin, TX 78759-3504, to procure National Instruments Programmable Logic Controller (PLC) hardware. The purpose of this procurement is support the establishment of the LCS 2 Independence class Littoral Combat Ship Engineering Controls System (ECS) Land Based Test Site (LBTS) to provide life cycle support for the ship's Machinery Control System (MCS). Deliverables: NI PXI-1045, 18-Slot 3U Chassis with Universal AC Power Supply, Qty. six (6); Power Cord, AC, U.S., 120 VAC, 2.3 meters, Qty. eight (8); NI PXI-8119 Core i7-3610QE 2.3 GHz Controller, Win 7 (32-bit), Qty. six (6); Standard Service Program for PXI Systems (3 years), Qty. one (1); NI PXI-6512 Industrial 64 Source DO, Bank Isolated Digital Output Module and NI-DAQ, Qty. thirty one (31); NI PXI-6723 32-Channel Analog Output Board, Qty. sixteen (16); PXI-8431/8, RS422/485, 8 Port Serial Interface, DB9 Adapters Included, Qty. eight (8); NI PXI-8231, GIGABIT Ethernet for Windows and LabVIEW RT, Qty. eight (8); PXI-6508 Digital I/O Module and NI-DAQ for Win XP/2000/NT/9x/MAC 96 channel digital I/O module. Kit includes NI-DAQ driver software for Windows 2000/NT/9x/MAC, Qty. nine (9); NI PXI-6239, 60 V Isolated (Analog Current: 8 Inputs, 2 Outputs, Digital 30 V: 6 Inputs, 4 Sinking Outputs), Qty. six (6); NI Standard Service Program for Hardware Includes coverage for repair service, Qty. three (3). Based on market research, National Instruments is the manufacturer of this equipment. National Instruments PLC hardware equipment is the primary equipment in the LCS 2 variant ECSS. This requirement is only available from National Instruments, which is the one and only source that can meet the Government's requirements and the proposed action cannot be processed on the basis of full and open competition. The Government, therefore, intends to solicit and negotiate this requirement under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. A Firm Fixed Price contract is anticipated. The applicable NAICS Code for this requirement is 334118. This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
