- OACT0019TEC OACT0019SOW This is Request for Quotation prepared in accordance with FAR Part 13, as supplemental with additional information included with this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION: A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. The Centers for Medicare and Medicaid Services (CMS) intends to award on a competitive basis, under the Simplified Acquisition Procedures in accordance with FAR Part 13 (Dollar Threshold of $150,000), a firm fixed price award for ""Impact of Market Power and Hospital/Insurer Consolidation on Health Care Markets." The purpose of this procurement is for consulting services to create a deeper understanding of how to define and measure market power and how market power within the hospital industry and private insurer industry can influence hospital prices paid through provide insurance. The Statement of Work and Technical Evaluation Criteria are attached. Responses shall be no more than 10 pages and shall include the following: 1) Technical Understanding and Approach, 2) Personnel, 3) Management, and 4) Price - fully loaded labor rate and anticipated hours. The award will be made on the basis of lowest price technically acceptable meeting or exceeding the acceptability standards for non-cost factors. All responsible sources must be registered @ www.sam.gov. The period of performance is award through 1 year. The North American Industry Classification Code (NAICS) is 541618. Responses must be sent electronically in MS Word Format to Lucille.Lee@cms.hhs.gov no later than 11:00am on August 24,2015. ALL QUESTIONS SHOULD BE SUBMITTED ELECTRONICALLY BY 11:00AM ON AUGUST 14, 2015. QUESTIONS WILL NOT BE ANSWERED BY TELEPHONE. All responses/quotes submitted shall remain valid for a period of 180 days. Interested parties must be able to affirm no conflicts of interest with parties involved in Medicare claims processing in light of the work identified in this Statement of Work. In the event that the vendor/government identifies a conflict, the vendor shall be responsible for providing a mitigation strategy that satisfies the government. In the event that the conflict cannot be resolved, the order cannot be awarded or an existing order may need to be terminated.
