Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - South Carolina intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - South Carolina is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. This procurement is a Fiscal Year 2016 procurement and no funding currently exist. Any cost incurred by the vendor in responding to this solicitation will not be reimbursed to include site visits. Offerors are encouraged to read this solicitation and associated attachments thoroughly. If offerors are required to fill out a form or provide additional documentation as indicated in this solicitation, and fail to return these documents to this office along with their proposals, the offerors proposal will be considered as non-compliant and will not be considered. This is a 100% Small Business Set Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 622110, with a small business size standard of $38,500,000.00. Only qualified Small Businesses may submit RFQ's. his is a brand name or equal procurement. Equal products must meet or exceed all of the salient characteristic of the brand named item to be considered. Each offeror will provide a brochure/literature that shows a picture of the product and the specifications for equal offers. Warranty information must be provided and must be the same as offered to commercial users. Evaluations of offers will be based on the following factors using the Tradeoff Process IAW FAR 15.101-1: -Technical. Capability of item offered to meet or exceed all salient characteristics of brand named item as listed in requirement document and meeting all noted ANSI, DA and ISO specifications for audiometric booths. -Past Performance will be conducted through the review of the Federal Awardee Performance and Integrity System (FAPIIS) available at www.ppirs.gov. -Lowest Price. (Technical and Past Performance when combined are more important than price). Site visits at both locations are highly encouraged to ensure successful performance. All request for site visits will be coordinated with Blake S. Cromer, Contract Specialist, by emailing requested dates/times to blake.s.cromer.civ@mail.mil. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
