- USCG ACADEMY NEW LONDON CT HSCGG1-16-B-PAINTINGCGA PAINTING OF INTERIOR AND EXTERIOR SURFACES, USCG ACADEMY, NEW LONDON, CT (NEW LONDON COUNTY) SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Economically Disadvantaged Woman-Owned Small Business (EDWOSB) concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 238320, with a small business size standard $14.0 Million. The estimated total value of the procurement is between $1,500,000 and $2,000,000 including option years. This will be an indefinite delivery/indefinite quantity (IDIQ) contract for a period of one year with four one-year option periods. Minimum guarantee is $5,000. Depending on the results of market research, this IDIQ contract will be either a single-award or a multiple award IDIQ. The U.S. Coast Guard is seeking Interested Vendors with successful past performance and current relevant commercial and residential painting experience, including personnel & equipment. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform painting of interior and exterior surfaces at the United States Coast Guard Academy, New London, CT. Spaces to be painted include but are not limited to on-station family housing, barracks, office spaces, medical facilities, training facilities, classrooms, auditoriums, dining facilities, as well as recreational facilities and maintenance facilities. This includes the temporary relocation of furniture, fixtures and equipment in those areas to be painted. A potential for lead paint removal or encapsulation and handling of asbestos containing materials exist. The Academy maintains a potential Historic District but this minor repair and maintenance project does not have the potential to affect the historic characteristics of the structure. The contractor shall provide a comprehensive painting program that will ensure facilities are available to meet the needs of the government in a timely manner. Work consists of preparing and painting surfaces (i.e., walls, ceilings, doors, closets, kitchen, cabinets, trim, molding, and other areas). In accordance with FAR Part 19, if your firm is one of the above small business concerns and intends to submit an offer on this acquisition, please respond by email to Teresa.L.Lamphere@uscg.mil with "Sources Sought for Solicitation HSCGG1-16-B-PAINTINGCGA" in the subject line. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as prime contractor; (b) a statement identifying your certified small business designation; and, (c) evidence of specific experience in painting of Interior and Exterior Surfaces on educational campus facilities. Include the following information for past projects referenced: contract numbers, project titles, dollar amounts, points of contact, and telephone numbers. Your response is required no later than 27 August 2015. All of the above information must be submitted in sufficient detail for a decision to be made on an applicable set-aside, and solicitation type.
