- Description
- NASA/ARC plans to issue a Final Request for Proposal (RFP) for the Aircraft Related Services (ARS) requirement. This follow-on requirement is to contract NNA10DE11C, entitled Aircraft and Airfield Related Services. An estimated schedule of milestones can be found below. This pre-solicitation synopsis is issued to replace the Request for Information NNA14464770-RFI Sources Sought Synopsis posted on March 6, 2014. This requirement will be issued as a Full and Open Competition procurement. The NAICS Code is 488190 and Size Standard $30M, respectively. The proposed Subcontracting Goals for this procurement are as follows:Total Small Business 5%; Small Disadvantaged Business 5%; Women-Owned Business 3%; HBCU/MI 0.5%; HUBZone 1.0%; Veteran-Owned 1.0%; Service-Disabled Veteran-Owned 1.0%. The ARS procurement will result in a Cost-Plus-Fixed-Fee (CPFF) contract consisting of a contract line item for Phase-in, contract line item for contract management requirement and contract line item for the issuance of Indefinite-Delivery Indefinite-Quantity (IDIQ) Task Orders. A Draft RFP (DRFP) will not be posted, but limited RFP sections will be posted to seek comments from interested parties. The tentative Aircraft Related Services schedule is as follows: Tentative Schedule: Issue Final RFP August 31, 2015, Contract Award January 25, 2016 As the procurement moves forward more specific updates will be posted periodically on the following Acquisition Planning Tool (APT) website: https://ec.msfc.nasa.gov/doi ng_business/index.php?apt The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be for 5 years with a one (1) year base period, one (1) two year option and two (2), one year option periods. The purpose of the Aircraft Related Services (ARS) procurement is to provide services in support of the U.S. Army requirements for aircraft operations and maintenance as well as NASA requirements for Unmanned Aerial Systems at NASA Ames Research Center (ARC). This procurement will support research, technical investigations, scientific studies, airworthiness activities, and flight operations. The ARS requirements support the Army Aeroflightdynamics Directorate (AFDD)a division of the Research, Development and Engineering Command (RDECOM)/NASA Ames Rotorcraft Divisionand the Ames Aviation Management Office. This procurement will provide services in the following technical areas: mechanical systems, electrical/electronic systems, instrumentation, hardware fabrication, software, and data systems. The work will be performed primarily at Ames Research Center (ARC), Moffett Field, California NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html. No solicitation has been issued; therefore, do not request a copy of the solicitation. It is the potential offeror's responsibility to monitor Federal Business Opportunities (FedBizOpps/FBO) and the NASA Acquisition Internet Service (NAIS) for the release of a solicitation and amendments (if any). Prospective offerors shall notify this office of their intent to submit an offer. Notification is hereby provided of the availability for scheduling an Industry Meeting (no facility tour) with the Contracting Officer and Technical Representative(s) to discuss the procurement and technical requirements during August 10 through 12, 2015, from 8:00 am to 2:00 pm for a 45 minute meeting before release of the Request for Proposal. The meeting is neither required nor a prerequisite for proposal submission and will not be considered in the evaluation. All meeting requests shall be sent by email only to Wendy L. Takeguchi at wendy.l.takeguchi@nasa.gov. The Government will work with those requesting a meeting to try to accommodate specific requests.
