- Description
- It is the intent of the US Army Corps of Engineers to award a contract to have twenty (20) J-Bulb seal assemblies, one (1) left bottom corner mold, one (1) right bottom corner mold, one (1) J-Bulb splice mold, and one (1) hot splice machine master backing plate produced for use on Intake Gates at McNary Dam. FABRICATION OF J-BULB SEALS The Contractor shall provide twenty (20) entire seal assemblies shown on the supplied drawing. Eight seal assemblies shall use pre-molded bottom corners from McNary stock. The remaining twelve (12) seal assemblies shall have bottom corners assembled from newly molded bottom corners. McNary Dam shall provide eight (8) lower left corner seals and eight (8) lower right corner seals from available stock. The corners will be used by the Contractor to manufacture the seal assemblies. McNary shall deliver the sixteen (16) corner seals once the contract is awarded. Seal manufacturing: All seals shall be molded, not extruded. Seals shall be manufactured of high-grade rubber tread stock. Rubber shall be free from reclaim, silica and other course materials. Seals shall be compounded of natural rubber, synthetic polyisoprene, or a blend of both, and shall contain reinforcing carbon black, zinc oxide, accelerators, antioxidants, vulcanizing agents, and plasticizers. The rubber seal profile shall be properly cured into a homogeneous form and kept free of oils, grease, or other materials that would deteriorate the rubber. Prior to manufacturing, the contractor shall furnish a list of any sub-contractors information and their approximate percentages of overall fabrication of the seals to the contracting officer. All seals shall be solid bulb with no reinforcing cloth. Irregularities in the form of contour, ridges, or mold marks will be cause for rejection of the seals. Molds - The Contractor shall provide replacement molds listed in Paragraphs 2.3.1 through 2.3.3. Two bottom corner molds will be manufactured. They will become the property of the Government and kept at McNary Dam. The right and left corner molds shall be manufactured to incorporate the seal dimensions for the joining of the vertical J-Bulb, horizontal J-Bulb, and the transition section of J-Bulb. The molds shall follow the dimensions outlined in Drawing H-290, McNary Intake Gate Seal Details. Specifically Sections quote mark BB quote mark and quote mark CC quote mark maintaining the proper slope of one (1) inch rise for every eight (8) inches of run. The lengths of each side shall be determined by the Contractor to minimize the oversize and weight of the corner mold yet allow enough length to be adequately joined using a hot splice vulcanizing machine. J-Bulb Splice Mold. The J-Bulb splice mold shall be a dedicated sized mold made to accommodate only a J-Bulb size of a 2 inch (2 quote mark ) bulb by seven eighths inch (7/8 quote mark ) thick tail by four and three quarters inch (4 3/4 quote mark ) overall width (OAW). The plate dimensions shall be made to bolt into the Seals Unlimited hot splice vulcanizing machine owned by the Government and kept at McNary Dam. Master plate for hot splice vulcanizing machine: The Contactor shall supply a master backing plate for the hot splice vulcanizing machine manufactured by Seals Unlimited, owned by the Government, and kept at McNary Dam. SHIPMENT AND DELIVERY The seal assemblies shall be delivered as FOB Destination. The Contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Lock and Dam. Seals shall be shipped so as to minimize distortion. Packaging and shipping shall not cause any detriment to the intended use of the seal. Special packaging applies to the following manner; The seals shall be placed five (5) to a shipping crate for a total of four (4) shipping crates. The shipping crates shall have the ability to be moved around by a forklift with extended forks. The total weight of each shipping crate containing five (5) seals each shall be provided to McNary Dam a minimum of twenty four (24) hours prior to ship notice. Delivery of all seals shall be within eight (8) weeks after award of contract. Shipments are only allowed during normal business hours of Monday - Thursday 7:00am to 4:00pm. All shipments shall be delivered to: McNary Lock and Dam 82790 Devore Rd. Umatilla, OR 97882
