- Replacement of Antenna Tower, Traverse City RCAG Facility, Traverse City, Michigan. The Federal Aviation Administration seeking competent and qualified construction contractors interested in providing offers for the Relocation of Antenna Tower at Traverse City Remote Communications Air/Ground Facility (RCAG), Traverse City, Michigan. The abbreviated scope of work is as follows: Provide Supply materials, labor, and equipment for removal of the existing 133 tall tower structure located the S corner of the site and replacement with a new, 150 tall structure to be located in the SE plot corner, including all associated items it will support; antennas, cabling, grounding and lightning protection, etc. at Traverse City, MI TVC RCAG. The contractor will be required to provide all labor, materials, supplies, and equipment to perform this work in accordance with the statement of work and with all local, state, and federal laws. THIS IS NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). All work shall be in accordance with the plans and specifications. 1. The North American Industry Classification System (NAICS) is 237130, Power and Communication Line and Related Structures Construction. The small business size standard is $36.M; however, the solicitation will be for Full and Open competition. 2. The project magnitude is between $250,000 and $500,000. Contract performance time is 135 days. 3. Payment and Performance Bonds will be required 4. A mandatory site visit will be required. The date, time, location, and point of contact will be provided with the solicitation package. 5. The contractor receiving award is expected to perform at least 30% of the work utilizing their own employees. 6. Contractors must have an active registration in System Award Management (SAM) before award can be made. Contractors can register at www.sam.gov/. AN OFFEROR MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE: a. To receive a Go , the contractor must have successfully completed (3) similar projects in the last five (5) years, both in dollar amount and scope, such as erection, installation and demolition of communication towers 130 to 150 tall for FAA, other Federal, State, Local Government or similar private entity). Using the Past Experience/ History form (Attachment #1), provide the requested information. b. Complete and return the Business Declaration form (Attachment #2). c. Complete and return the Security Notice to Prospective Offerors (Attachment #3) The information provided will also be used as part of the responsibility determination. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL DEEM THE REQUEST FOR SOLICITATION AS NON-RESPONSIVE. Requests must be emailed to guadalupe.gonzalez@faa.gov no later than Friday, August 14, 2015 at 3:00pm CST.
