- The 413th Contracting Support Brigade, Regional Contracting Office - Hawaii intends to issue a sole source award to Lynda.com, 6410 Via Real, Carpinteria, CA 93013-2925 for the purchase of a Lynda.com Enterprise subscription renewal for 100 registered users to Lynda.com. The online training must provide task-based and linear learning that covers advanced technical design and development skills required to perform the duties of a Public Affairs Professional. Courses and training material must include full-length, high-quality media presentations and consist of short, succinct videos that are simple to search, easy to understand and geared to a wide variety of topics including but not limited to Microsoft, Adobe, Apple, Animation, Audio, Design, Develop, Photography, Video, Web, etc. Access to material shall be available to all users 24 hours per day, 365 days per year. Users must be able to receive certificates of completion. Subscription administrator must be able to track assigned user completion of courses and retrieve reports. User accounts must be able to have transferability in order to meet mission capabilities. Delivery of the online material should be available on all platforms (including Windows, MAC OS, desktops, laptops, iPads, iPhones, and Android devices) and capable of playing on any Department of Defense approved browsers without the installation of any new software or plug-ins. Compliance with Section 508 Standards is required. The anticipated period of performance for the subscriptions will be 29 September 2015 - 28 September 2016 with two (2) option periods. This is not a request for competitive quotes and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12 and intends to procure from only one source under the authority of FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirements. Interested vendors may submit their capabilities and qualifications to provide the requirements in writing to xanthe.a.waters.civ@mail.mil and susan.shafii.civ@mail.mil no later than 1:00 PM HST, 14 August 2015. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for quote will be issued based upon this Notice of Intent
