- Description
- The Defense Logistics Agency intends to solicit on a sole source basis for a special study regarding the conversion of Unsymmetrical Dimethylhydrazine (UDMH) and Aerozine-50 (A-50) into non-hazardous materials. The period of performance will be approximately six months with all tasks to be completed within 180 days of award. The study will be performed in several different stages: acquisition and transport of UDMH and a-50 samples, tests involving conversion of samples into nonhazardous agents, and a final report detailing the testing process and results. The Government intends to issue a firm fixed price contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition Procedures. Offerors will need some working and analytical knowledge of hydrazine, a hazardous material. Award will be made to the offeror determined to be the best value to the government, price and other factors considered, using the best value source selection process. Specifically, the lowest priced technically acceptable source selection process will be utilized in accordance with FAR 15.101-2. The Request for Proposal will be issued on or about August 7, 2015 and will be posted to the FedBizOpps web page at ( http://fbo.gov/ ). If you do not have internet access, a hard copy of the solicitation may be requested. Only emailed copies received directly from the requester will be acceptable. All responsible sources including government sources, may submit a proposal, which will be considered by the agency. If you intend to submit an offer, you are required to complete, sign and return the entire solicitation package. All potential offers should contact the identified contracting officer for additional information and/or to communicate concerns prior to solicitation closing.
