Description
THIS SPECIAL NOTICE IS A REQUEST FOR INFORMATION (RFI) USING MARKET RESEARCH AND WILL BE USED FOR PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. THIS ANNOUNCEMENT IS FOR THE PURPOSE OF MARKET RESEARCH ONLY AND MAY OR MAY NOT TRANSLATE INTO AN ACTUAL PROCUREMENT(S) IN FUTURE YEARS. THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT. Background: The Naval Sea Systems Command (NAVSEA) seeks information on heating, ventilation, and air conditioning (HVAC) systems and components that might be appropriate for use on future craft which are presently being planned to replace the aging 135 foot Landing Craft, Utility (LCU) fleet. At this early stage, the LCU 1700 acquisition program (formerly the Surface Connector Replacement or SC(X)(R)) estimates that up to 32 new vessels could be built, and the Government seeks to obtain awareness of and information on HVAC systems and components of currently available designs capable of increasing HVAC system efficiency and reducing peak electrical load, particularly in extreme hot or cold temperature conditions. This announcement is related to previously posted Special Notices N00024-15-SN002 and N00024-15-SN005. For reference, the HVAC system architecture developed for the Preliminary Design of the replacement LCU included: 1) Three compressors totaling about 18 tons heat pump capacity to allow efficient, staged use for cooling and heating in response to climactic conditions. 2) Redundant seachests and pumps or keel coolers for heat exchange to seawater. 3) Tempered water circulation to fan coil units to eliminate the risks of distributing refrigerant throughout the craft and to avoid the impact of air distribution ducts on internal space and watertight integrity. 4) Resistive heaters providing 160 kBTU heating for use in extreme cold conditions when heat pumps are ineffective. 5) Refrigerant meeting current and known future EPA requirements. 6) Replenishment air supply and exhaust for each habitable compartment (75 to 250 cubic feet per minute (cfm), depending on compartment size). 7) Operation on 480V 3-phase electrical power. This system provides for the heating and cooling needs of the craft in all expected climactic conditions worldwide, but the electrical load required to maintain design internal space temperatures in extreme cold conditions dominates the electrical load requirements for the craft. Reduction of this peak load and/or improvement of system efficiency in all operational conditions are desired. Requested Information: Information on current marine HVAC systems or components available to support efficiency improvement and/or load reduction is desired. Possible approaches include use of diesel-fired boilers capable of being integrated with the tempered water distribution system; use of air-to-air energy recovery to reduce the heating or cooling load caused by the necessary air exchange; HVAC components of exceptionally high efficiency; or other available solutions. Hardware and software should: 1) Be commercially available "off-the-shelf" to facilitate maintenance and support throughout the craft's life cycle. 2) Be robust. 3) Tolerate long idle periods and be ready for immediate use. 4) Require little maintenance. 5) Be suitable for and preferably have demonstrated successful use in commercial workboats. Response Criteria: Interested parties are encouraged to respond to this announcement, addressing the HVAC system capabilities and all or part of the desired improvements listed above. WHEN TO SUBMIT: This information is requested to be provided by email by 4:00 PM, September 15, 2015. NOTICES REGARDING SOLICITATION: This notice does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS SPECIAL NOTICE. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this special notice. Any information submitted by respondents as a result of this notice is strictly voluntary. NOTICE REGARDING PROPRIETARY INFORMATION: All submitted materials will be designated for Government Use Only. Third party support contractors who have executed non-disclosure agreements may have access to the information provided. Any information submitted which is to be provided and reviewed by Government personnel only shall be clearly marked as such. Otherwise, the Government shall construe consent has been given to allow access to the information by any relevant third party support contractor. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. IMPORTANT - Any email containing export controlled information must be marked FOUO and use encryption.
