- Reps and Certs Solicitation Agreement SF1442 Document Security Letter Wage Determination Bid Guarantee Financial Disclosure Form Title: Replace Roof and Repair Parapet, Binghamton FOB & CH in Binghamton, NY Solicitation Number: GS-02P-15-PW-C-7001 (Old Solicitation number EQ2POE-U-15-5002 see amendment 0001 on pre-solicitation) Synopsis: The project consists of a roof replacement and parapet façade repairs at the Binghamton Federal Building & U.S. Courthouse, 15 Henry Street, Binghamton, New York, 13901. The base project consists of, but is not limited to, the removal and replacement of the building's roof along with repairs to the parapet wall. The amount of roof to be addressed is approximately 25,600 square feet. The amount of parapet façade to be repaired is approximately 120 linear feet. There is an option that includes repairing an additional 83 linear feet of parapet wall. The work shall be completed in one (1) phase but the contractor must repair the parapet walls where the repairs are required by the contract documents before adjacent roofing work is performed. The Contractor shall provide all labor, material, equipment, tools, management, and supervision. Base work shall include; but is not limited to, full replacement of existing roofing system, masonry and brick work to resolve water infiltration concerns. Exact work description is identified and indicated in the Contract Documents. Products to be used are specified within the drawings and individual Specification Sections. The contractor shall comply with the project's design specifications and drawings. The work will be constructed under a single prime contract. In accordance with FAR 14.408-1, award will be made as a firm fixed price sealed bid construction contract to a responsible bidder whose bid, conforms to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. The magnitude of this construction project is estimated between $500,000 and $1,000,000. The appropriate NAICS Code is 236220, Commercial and Institutional Building Construction with a size standard of $33.5 million dollars. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The procurement is 100% set-aside for small business concerns. Offers from other than small business concerns will not be considered by the agency. The required construction completion date is approximately 210 days commencing one day after Notice to Proceed. The procurement is subject to FAR 52.232-18 Availability of Funds (APR 1984). Site Visit date and time will be posted on a coming amendment. After the site visit, vendors will be allowed a week to ask specific questions about the project, then allow a few days for the responses, then they will be posted via amendment. At the site visit the question/answer process will be explained in greater detail.
