- SOURCES SOUGHT This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to NACIS 213112. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. (DRAFT) STATEMENT OF WORK Fuel Tank Cleaning I.Specific Statement of Work for Fuel Tank Cleaning Services Seeking contractor with the capability to provide semi-annually cleaning of 4 - 40,000 gal, 2 - 2,000 gal, 2 - 12,000 gal and 1- 6,000 Diesel fuel tanks. The contractor will use a high speed diesel fuel purification system that will remove the water, bacteria, algae, and sediment from all storage tanks listed above. The contractor will provide before, midpoint, and after samples to the contracting officer representative. The contractor shall sample each tank quarterly for BS & W, Micro-organism, and petulant filter ability. Depending on the results of tank sample testing, cleaning may be required. The contractor will provide lab testing for all diesel tank as follows: Certified lab analysis for particulate contamination, ASTM D 2276, Water and sediment, ASTM D 2709, Micro-organism study, culture study, bacteria count/ml and cetane analysis. Cleaning is to be scheduled at least five (5) days in advance with the representative of the Contracting Officer. Service representative shall make a written report to the Facilities Management Services, and the Manager of the Engineering Section (138FMS) on all work performed and advice of conditions found, including any recommendations. 1.The price for cleaning the fuel oil and gasoline tank will be base on 80% of tank capacity per gallon of fuel. The total diesel tank capacity is 180,000 gal and 6,000 gal for unleaded fuel. 2.Fuel Oil Tanks will be tested every quarter by a certified lab analysis for particulate contamination, ASTM D 2276, Water and sediment, ASTM D 2709, Micro-organism study, culture study, bacteria count/ml and cetane analysis. and results of testing will be given to VA Medical Center COTR. II.Safety Requirements: In the performance of this Contract, the Contractor shall take such safety precautions as the Contracting Officer Representative (COR), may determine to be reasonably necessary to protect the lives and health of occupants of the building. The Contracting Officer Representative, will notify the Contractor of any noncompliance with the foregoing provisions and the action to be taken. Contractor shall, after receipt of such notice, correct the conditions to which attention has been directed within 2 hours. Such notice, when served on the Contractor or his representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply within 4 hours, the Contracting Officer may issue an order stopping all or any part of the work and hold the Contractor in default III.Deliveries or Performance 1.Period of Performance: Base Period: October 1, 2015- September 30, 2016 2.Place of Performance: Michael E. DeBakey VA Medical Center 2002 Holcombe BLVD Houston, TX 77030 IV.Site Visit The contractor shall possess the capability to conduct a site visit during solicitation as well as after award with the Contracting Officer Representative. All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, and business size pursuant to the NAICS code 213112. Responses to this notice shall be e-mailed to Darnell.Rias@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than Tuesday, August 11 at 1pm CST. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
