Description

Pre-solicitation Notice for the Renovation of the Maintenance Building at Ft. Scott National Cemetery Administration located at 900 East National Avenue, Fort Scott, KS 66701-2954. THIS INFORMATION FOR BID (IFB) IS RESTRICTED AS 100% SET-ASIDE FOR SERVICE DISABLED VETERAN-OWNED BUSINESS. The Information for Bids (IFB) will be issued to obtain a qualified contactor for which a contract will be awarded to complete all work as defined in the Statement of Work. The contract will be awarded to the Lowest Price Offeror in accordance with FAR PART 14 "Sealed Bidding". The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), intends to release Solicitation Number VA786A-15-B-0049. DESCRIPTION OF WORK: The scope of the project is to provide construction services for the renovation of the Maintenance Building at Ft. Scott National Cemetery, Ft. Scott, Kansas, Project No. 893CM3014. The contractor shall provide all equipment, labor, supervision, materials, and administration necessary for the construction and performance of all work in accordance with the plans, specifications, drawings, required permits, licensing appropriate to Kansas state law, terms and conditions for the following: BID ITEM 1: The contractor shall provide all labor, materials, tools, equipment, and supervision for general construction, alterations, roof replacement, exterior window and door renovation/replacement, mechanical, plumbing and electrical work, necessary removal of existing structures and construction of other items as indicated on the plans and/or specifications. CONTRACT DURATION: Performance Period is 180 calendar days from date of receipt of Notice to Proceed SOLICITATION RELEASE: OBTAINING IFB MATERIALS: IFB material consisting of the Information for Bid (IFB) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation, specifications and drawings will be released for issue on or about August 20, 2015. All prospective Offerors SHALL be register in the SAM "System for Award Management" at https://www.sam.gov/portal/SAM/#1 and VETBIZ at https://www.vip.vetbiz.gov/#content-anchor. SOLICITATION AMENDMENTS: Amendments will be up loaded to the FedBizOpps website. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this IFB prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. TYPE OF CONTRACT AND NAICS: The Information for Bid (IFB) will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 (Commercial and Institutional Building Construction). The associated size standard for this procurement is $36.5 million dollars average gross annual receipts for the preceding three years. COST MAGNITUDE: In accordance with Veterans Affairs (VA) Acquisition Regulation (VAAR) 836.204(h), the construction magnitude is between $250,000 and $500,000.
