Description
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is issuing this sources-sought announcement as part of a market survey for Laboratory Research Support will provide services in support of engineering, technical, scientific analysis and operations support for chemical and biological Research and Development (R&D) and Science & Technology (S&T) laboratory programs and projects for the Chemical, Biological, Radiological (CBR) Defense Division at the Naval Surface Warfare Center Dahlgren Division. The Government seeks to determine the capabilities of vendors in the Small Business Administration (SBA) 8(a) business development program, including Alaska Native Corporations (ANC). Note: Only current Small Business Administration 8(a) program companies may respond to this Request for Information (RFI). The Chemical, Biological, Radiological (CBR) Defense Division is responsible for performing research, development, technology assessment, modeling and simulation, systems engineering, analysis, prototyping and testing related to Chemical and Biological Laboratory Defense R&D. This is NOT a Request for Proposal (RFP). NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. Industry responses will be used as an input in the formulation of acquisition approaches and plans for appropriate future investments. The Contractor shall support chemical and biological research and development, science and technology, and experimentation and testing to influence system design and development for a broad spectrum of technologies. This support shall involve both new and existing systems research and evaluation being conducted at NSWCDD and/or Tenant Activities and shall involve laboratory based developmental R&D. Support efforts are primarily conducted in Biosafety Level One (BSL1 ) and Biosafety Level Two (BSL 2). This sources sought is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. Request for Capabilities Statements- Interested parties are invited to submit responses addressing the following information, as applicable to the topic areas above: Attachments: (1) Performance Work Statement (PWS) and (2) Personnel Qualifications are included with this Advanced Notice. These are only DRAFTS; the formal solicitation will govern. Contract Type & Period of Performance: A Cost-Plus-Incentive-Fee order is anticipated. This requirement will be awarded based on best value evaluation criteria. Mandatory Requirements: Offerors must meet all mandatory requirements at time of proposal submission. In addition, mandatory requirements must be maintained throughout the life of the Task Order. The mandatory requirement is as follows: Requirement 1: Personnel Security Clearances: All personnel providing technical support under this requirement must possess clearances at the SECRET level or higher at the time of award. Interim SECRET clearances are acceptable. Possible requirement/we are still discussing this: Personnel proposed should be able to meet the requirements to work while wearing a respirator (e.g. N95/N98). We may not need all positions have this qual. Capability Statements -Interested contractors are invited to submit capability statements. Capability statements shall not exceed 10 pages, not including resume summaries and shall include the following items: 1. A complete description of the offeror's capabilities, related experience, facilities, techniques or unique combinations of these factors that clearly relate to the Government's specific needs for this requirement. 2. The qualifications, capabilities, and experience of Contractor employees, who would be available to support the effort. 3. Demonstrated ability to obtain security clearances at the time of contract award for all personnel expected to provide contractor support in accordance with the above requirements. 4. A summary of previous corporate experience relevant to the above criteria obtained within at least the last five years together with applicable Government contract numbers and Government technical and contract points of contact with current telephone numbers. 5. The Contractor shall address the following scenario(s): a. Describe the facility and personnel requirements for performance within a CDC Biosafety Level One (BSL1) and BSL 2 laboratory facility. b. Explain how you would maintain personnel awareness and training related to their supporting work in BSL1 and BSL 2 facilities 6. Any potential subcontracting arrangements being considered at this time. Classified responses are permitted with prior notification. NSWCDD, Code 025 must be notified in writing 5 working days prior to submission of any classified responses. CLASSIFIED questions shall be handled through the NSWCDD Security POC. Specifically, any entity wanting to ask a CLASSIFIED question shall send an email to the NSWCDD Security POC with a copy to both the Technical POC and the Business POC stating that the entity would like to ask a CLASSIFIED question. DO NOT EMAIL ANY CLASSIFIED QUESTIONS. The Security POC will contact the entity and arrange for the CLASSIFIED question to be submitted through a secure method of communication. Note: The requested information is for planning purposes and does not constitute a commitment, implied, or otherwise, that a procurement action will be issued nor will the Government pay for the information solicited. All information and data received in response to the sources sought marked or designated as corporate proprietary information will be fully protected and held in strict confidence. Note: This announcement is a request for information and no contract will be awarded pursuant to this announcement. No exceptions to this receipt deadline will be granted under any circumstances.
