Description
The National Reconnaissance Office (NRO) is interested in receiving research and development proposals for the Director's Innovation Initiative (DII) Program focusing on the following areas: 1) Revolutionary Sensing, 2) Revolutionary Apertures, 3) Revolutionary Design, 4) Sensemaking: The Next Generation of Analysis, and 5) Other Revolutionary Concepts and Technology. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in the Federal Acquisition Regulation (FAR) 6.102(d)(2) for US domestic private industry and educational institutions. This announcement declares the NRO's intent to competitively fund research and development for innovative technologies that meet the areas of interest set forth in the BAA. The BAA can be found on the NRO's Acquisition Resource Center (ARC) website located at https://acq.westfields.net on or around 10 August 2015. Offerors that do not already have an ARC account must register for one. This is a one-time registration. Instructions for registering for the ARC can be found at https://acq.westfields.net under Help Resources. There is a User's Guide and a video explaining how to register for an account. Offerors first create an account on the unclassified ARC. If the Offeror possesses a security clearance, his or her user account will automatically be transferred to the classified ARC within 1 to 2 business days. The classified ARC utilizes the same user log-in. Once an Offeror has obtained an ARC account and has logged on to either the unclassified or classified site, the Offeror should select Current Efforts from the menu ribbon on the top of the Home Page. The Current Efforts view displays a grid listing of all ACE-supported full and open competitive source selections. Under the Effort Name column, select FY2016 DII BAA/GSSA. The FY2016 DII BAA/GSSA home page will then appear. It will be defaulted to the Announcement tab. For detailed BAA/GSSA registration and submission instructions select the Contractors Bidders Library (CBL) tab and view the file titled 'BAA/GSSA Registration and Submission Instructions'. To submit a proposed project, an Offeror must register for the specific effort. To register, select the BAA Submission tab and select the Register button. The detailed instructions in the CBL outline all the registration steps. Offerors must download from the website all applicable information necessary to submit a proposed project. Offerors who have registered for previous DII solicitations must still register for this solicitation as previous registrations are no longer valid. No other request for proposal, solicitation, or other announcement will be made. Proposals are sought from US domestic educational institutions, non-profit and not-for-profit organizations and private industry. Proposals may be considered from US based organizations and industry that are foreign owned or controlled as long as (1) access to proscribed information is not necessary to perform the resultant contract, and (2) foreign ownership or control does not present an unacceptable security threat. Awards shall take the form of contracts only. Before preparing a proposed project, potential offerors should read the information provided in the BAA for details regarding the areas of interest, format, submission, and evaluation. This year's submission requirements and evaluation process has changed. Offerors will now only be required to submit a transmittal letter, a cover page, an abstract, an introduction and a summary chart describing their proposed project for Phase 1 evaluation. Offerors will be invited to submit full proposals should the evaluation team recommend their proposed project be considered for Phase 2 evaluation. The full proposal will be due approximately 30 days later. It is expected that multiple awards will result from proposals received, at a maximum funding level of $450,000.00 with a nine (9) month period of performance. Proposals will not be returned after evaluation. Except as otherwise stated herein, no additional written information is available regarding this announcement. Requests for the same will be disregarded. The Government reserves the right to select all, some, or none of the proposal received in response to the announcement.
