- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a non-competitive sole source basis to Henry Ford Hospital (Health System), 1 Ford Place, Detroit, Michigan 48202-3450 to provide a Research RN Coordinator to provide support services of collaborative cardiovascular research for the National Institute of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI). Background: The sole source determination is based on the fact that the National Institute of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Heart, Lung, and Blood Institute (NHLBI), Cardiovascular Pulmonary Branch conducts research on diseases that affect the heart, blood vessels, and lungs. Specific projects aim to answer clinically relevant questions using methods ranging from molecular level studies up to and including clinical projects in diagnostics, therapeutics, and interventions. The Branch places a strong emphasis on creating an environment where scientists and physician scientists can work together on disease-specific issues using the most appropriate approaches available in the spectrum between the bench and the bedside. The Cardiovascular Pulmonary Branch is performing collaborative cardiovascular research with physicians at the Henry Ford Hospital in Detroit Michigan. Much of the research contributes to NIH IRB-approved protocols including transcaval and intentional right atrial exit. Purpose and Objectives : The primary objective of this procurement is for a Research RN Coordinator to provide support services of collaborative cardiovascular research carried out at Henry Ford Hospital in Detroit, Michigan. These services will contribute greatly to the advancement of on-going NIH IRB-approved protocols. It is imperative that the NHLBI obtain additional support services to coordinate research activities. Period of Performance : 12 Months Upon Award Contractor Requirements : The contractor shall independently provide support services to satisfy the overall operational objectives of the NHLBI. Specifically, the contractor shall provide a research coordinator to execute the following tasks at the Henry Ford Hospital: • The Contractor shall coordinate the recruitment, scheduling, travel and admission of research study participants with clinical staff. • The Contractor shall assist in screening potential participants. • The Contractor shall assist in obtaining informed consent. • The Contractor shall act as a liaison between participants, participants' relatives, and staff members; communicate participant's questions, complaints, problems and concerns to appropriate staff members. • The Contractor shall obtain and assemble all required imaging studies and transmit as needed to core laboratories at NIH. These studies may originate at Henry Ford or at outside medical centers and maintain a log of outstanding, pending, scheduled, and transmitted examinations. • The Contractor shall schedule and complete all follow-ups on subjects according to protocol Time and Event Schedule. • The Contractor shall follow-up on patient appointments by sending reminder cards and placing reminder calls. • The Contractor shall for clinical appointments obtain all the records from patient's physician including copies of scans. • The Contractor shall complete all source documentation in a timely manner in accordance with good Clinical Practice research methodology. • The Contractor shall transmit all protocol source documentation to sponsor within specified time frame. • The Contractor shall complete all electronic case report forms accurately and expeditiously using the suitable electronic system. • The Contractor shall assemble all necessary information for reporting adverse events and reviews them for accuracy with Principal Investigator. • The Contractor shall be available for monitoring visits providing all source documentation, completed electronic case report forms, and answers all monitoring queries in a timely fashion. • The Contractor shall be available to the protocol project manager for clarification and review of all adverse events related to the subjects. Government Responsibilities : • The government will perform regular on-site inspection of services executed by the research coordinator. The government agrees to fund up to half of the salary and benefits of the research coordinator. Reporting Requirements and Deliverables : Upon request, the contractor shall provide documentation evidence of any and/or all work product, including, but not limited to, the following tasks: • Work products and documents related to coordinating the recruitment, scheduling, travel and admission of research study participants with clinical staff. • Work products and documents related to acting as a liaison between participants, participants relatives, and staff members including communicating participant's questions, complaints, problems and concerns to appropriate staff members. • Work products and documents related to following up on patient appointments including sending reminder cards and placing reminder calls to patients. • Computer generated work including maintaining pathology mailing log; create and maintain database of patient screening appointments using existing data. Regulatory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source. Additional Information: Industry Classification (NAICS) Code is 541990, All Other Professional, Scientific and Technical Services with size standard in dollars $15.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-83 (August 5, 2015). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received no later than 7:30 a.m. Eastern Standard Time (EST), August 13, 2015; and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2015-204-DLM, may be submitted to the National, Heart, Lung and Blood Institute, COAC Services Branch, Office of Acquisitions, Office of Management, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
