- The U.S. Department of Commerce, NOAA, and the National Marine Fisheries Service in Panama City, FL intends to award a purchase order to; University of Arizona (UA) to provide stable isotope (δ13C and δ18O) analyses from otolith core samples of Atlantic bluefin tuna, Thunnus thynnus, and red snapper, Lutjanus campechanus, using an isotope ratio mass spectrometer (IR-MS). The specific goals of this study are to: 1) measure δ13C and δ18O from otolith cores of adult Atlantic bluefin tuna, T. thynnus and red snapper, L. campechanus; 2) compare these data to δ13C and δ18O measurements made in previous projects; and 3) use these data in combination with other national and international Agencies. UA has been analyzing bluefin tuna, T. thynnus, and red snapper, L. campechanus otolith samples for NOAA Fisheries - Panama City Laboratory since 2012 and 2013. UA's laboratory is analyzing bluefin tuna samples collected through The International Commission for the Conservation of Atlantic Tunas (ICCAT) European Union's (EU) sampling program, Fisheries and Oceans Canada, and University of Maryland Center for Environmental Science. The red snapper samples that will be analyzed are part of an ongoing study for which UA's laboratory analyzed the first half of the project's samples. Utilizing the same laboratory for bluefin tuna and red snapper stable isotope analyses will ensure standardized results and will avoid inter-laboratory variability of results. His laboratory has analyzed red snapper samples in the past, which the results will be used in conjunction and comparison with these new additional samples included in this justification. Task consist of: -Contractor will use an isotope ratio mass spectrometer to perform analysis (13C/12C and 18O/16O) on otolith core samples extracted from Atlantic bluefin tuna and red snapper. -Contractor will perform repeated measurements of standard reference materials (NBS-19 and NBS-18) to calibrate isotope ratio measurements from Atlantic bluefin tuna and red snapper The NAICS code for this requirement is 541990. The proposed contract action is for services for which the government intends to solicit and negotiate with only one known source. This sources sought is not a request for competitive proposals. However, all proposals received by closing date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received be considered solely for the purpose of determining whether to conduct a competitive procurement.
