- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS DOES NOT OBLIGATE THE GOVERNMENT TO AWARD A CONTRACT OR ISSUE A SOLICITATION. This announcement is seeking information from the industry for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses. Interested parties responding to this Sources Sought Notice shall submit the following information at a minimum: (1) company name, address, point of contact with phone number, and DUNS number; (2) documentation relating to technical capability to conform to the Statement of Requirement; and (3) socio-economic status to identify business as being a SDVOSB, VOSB, SB, Woman Owned, Other than Small Business, etc. Responses to this Sources Sought Notice must be emailed to yvonne.kittling@va.gov no later than August 10, 2014, 08:00 AM EDT. Please be advised that the Government will not pay for any costs for responses and information submitted. ? STATEMENT OF REQUIREMENT SECTION 1 - GENERAL The contractor shall provide all labor, equipment, transportation, refrigerant storage vessel, parts, materials and tools necessary to accomplish replacement of two (2) Carrier Model 30GXN Air Cooled Chillers, with two (2) new Air Cooled Chillers with factory start-up services. The new chillers must fit all existing connections i.e. footprint, electrical, chilling capacity, mechanical, etc. Capability to maintain the required conditions in the serviced area must be sustained at all times. 1.1 Surgery Chiller: Take two (2) units out of service, Lock out / tag out all energy sources, evacuate refrigerant from the compressor circuits and store in EPA approved vessels. Remove each of the existing chillers and replace with two (2) new Air Cooled Chiller installed to factory specifications. Charge units with new refrigerant and perform comprehensive factory start-up and testing procedures on each. 1.2Warranty: Contractor shall provide a one year full warranty covering all parts and repairs. 1.3Service Completion Date: All work outlined in the Statement of Work shall be completed prior to August 31, 2015. 1.4 Codes and Regulations: All services for this contract must meet manufacturer's performance and technical specifications, Federal Regulations, and other specifications that may apply such as National Electric Code (NEC), Life Safety Code (LSC), Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and VA Regulations and Directives for safety Inspections. EPA approved equipment and documentation shall be utilized when required. SECTION 2 - SCOPE OF WORK 2.1 Chiller Disassembly/Take out of Service: Work shall include but is not limited to the following. "Lock out / Tag out all energy sources "Provide all labor, equipment, and materials to remove the existing chillers. "Transfer 134a refrigerant from chiller to contractor provided EPA approved storage vessels, provide process documentation to COTR 2.2 Chiller Assembly/Return to Service: Work shall include but is not limited to the following. "Provide labor, equipment, and materials to reinstall new chillers "Charge chillers refrigerant circuit with NEW refrigerant. "Provide labor to check repairs and perform comprehensive start-up procedures SECTION 3 - EQUIPMENT AND WORKMANSHIP 3.1 Chiller: Chiller work shall be performed by factory authorized personnel utilizing factory authorized parts. Qualifications are outlined below. 1.Knowledge for calibration service as per manufacturer's specifications for all chiller equipment outlined in the Statement of work 2.Authorized trained and certified by the manufacturer and/or company representing the manufacturer. 3.Training certification from contractor shall be provided with bid. Certificate of training shall be specifically for installed brand of chiller and date of training shall be within three years of award of contract. 4.Chiller replacement shall be performed on site at Kansas City VAMC by factory authorized personnel. SECTION 4 - SPECIAL INSTRUCTION 4.1 Administrative control: Contractors will be subject to local KC-VAMC administrative controls to include: 1.One time Safety/Infection Control training for all workers ~1 hour, held 7-8AM every Tuesday, Building 6 Room 6-210. 2. Hot work permits 3.Coordination of fire alarm / utility outages 4.Posted Interim Life Safety Measures / Infection Control Risk Assessment 5.Lockout/Tagout 6.Contractor parking per approval of Operations Foreman and/or COR. SECTION 5 - SAFETY 5.1 Requirements: In the performance of this contract, the contractor shall provide a Safety Plan for review and approval by the Contracting Officer (CO) and Contracting Officer's Representative (COR). The COR will notify the contractor of any noncompliance with the Plan's provisions and action to be taken.
