Description
The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) is seeking capability statements from all firms interested in a proposed project to perform a national survey of Emerald Ash Borer (EAB) infestation. The purpose of the project is to determine whether additional pockets of EAB infestation may exist undetected surrounding the known infested areas, to better define the leading edge, and to identify areas for biological control and mitigation activities. Since 2012, EAB trap placement has been based on a computer-generated survey sampling design originally developed in collaboration between the APHIS EAB Program and the U.S. Forest Service's Forest Health Technology Enterprise Team (FHTET). This project will involve deployment of approximately 20,000 traps in pre-selected geographic locations (cells) located throughout the country, which have been designated by the government as having the highest probability for the introduction and establishment of EAB. Trap deployment is anticipated in the following states: AL, AR, AZ, CA, CO, DE, FL, GA, ID, KS, LA, ME, MI, MN, MS, MT, NC, ND, NE, NH, NM, NV, OK, OR, RI, SC, SD, TN, TX, UT, VT, WA, WI, WY. Trap locations (cells) for each state will be identified by latitude, longitude, and county. GPS coordinates will be provided in decimal format. A trap will be set in each one square kilometer cell based on specified trap placement protocols and criteria. Work will involve, but not be limited to, identification of suitable sites and trees within designated cells; placement and maintenance of traps; inspection, removal, and disposal of traps; visual surveys of the environment for ash trees exhibiting signs and symptoms of EAB in proximity of the traps; sign placement; submission of suspect EAB specimen samples; data management; and distribution of educational material where appropriate. Traps, lures, spreaders, limb hangers, and educational material will be supplied by the Government. Additional information about the USDA APHIS EAB Program and other Plant Pest and Disease Programs is available online at www.aphis.usda.gov. The appropriate NAICS code for the proposed project is 115310, Support Activities for Forestry, with a small business size standard of $7.5 million. All interested parties are invited to submit capability statements for acquisition planning purposes. The following outline is recommended (5-page limit): 1) Company name, address, and primary point of contact information 2) A statement of capability, including the geographic region(s) in which the firm is capable of performing this type of work. 3) Recent and relevant past performance information 4) Business Ownership and Self‐Certification information (i.e. Small Business, Women‐Owned Small Business, Veteran Owned, Service Disabled Veteran Owned) 5) Current Government Certifications (i.e. 8(a) certified, 8(a) joint venture, Small Disadvantaged Business HUBZone Certified) 6) List Pertinent Codes: NAICS Codes (numbers only), DUNS number, and CAGE code The USDA reserves the right to determine if a small business set-aside is appropriate based upon the capability information provided in response to this notice, and other pertinent information gathered by the contracting officer. Respondents should ensure the information provided is detailed, current, accurate, and complete. This invitation for capability statements is for planning purposes only. The acquisition strategy for this proposed project has not yet been determined. Response to this notice is strictly voluntary. The Government will not reimburse any party for its participation in this effort. Information submitted in response to this notice is subject to disclosure under the Freedom of Information Act. Respondents are advised that the Government is under no obligation to acknowledge or provide feedback with respect to any information submitted under this notice.
