- The purpose of this Notice of Contracting Action (NOCA) is to announce the Government's intention to obtain approval and pursue Sole Source Procurement Bridge (six months) for the GMT Depot Support. This NOCA does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract. The Government will not recognize any cost associated with submission of information in response to this or previous notices. The Government will not pay for any effort expended in responding to this notice. A request for information was posted on GSA Advantage on 9 October 2014, titled GMT CLSS RFI, which was used for market research. Four (4) firms provided statements of capability in response to the GSA Advantage RFI posting. All were determined to have the immediate capabilities to meet the Government's requirement. The RFP for the follow-on effort was released on 14 May 2015 with the NAICS of 541614, size standard of $15.0 M, and Service Classification Code of R - Professional, Administrative and Management Support Services. Proposal responses were due 17 June 2015. No proposals were received. The Government will prepare a new competitive source selection and the evaluation process and award are anticipated to take place after the current contract period of performance expires. The projected award date is in the first calendar year quarter of 2016. The anticipated contract type is Firm Fixed Price (FFP). All information pertaining to the follow-on effort will be posted at http://www.fedbizopps.gov. In order to continue these essential services and avoid an unacceptable schedule delay during the process of conducting a competitive acquisition to the follow-on GMT Contractor Logistics Supply Support (GMT CLSS) contract, the Government will acquire the services on a sole source basis from: General Dynamics Information Technology, Inc. 77 A Street Needham, MA 02402-2805 The current effort, that expires 31 August 2015, was awarded on the Network-Centric Solutions (NETCENTS) contract. The resultant contract will be awarded under the authority of FAR 6.302-2, Unusual and Compelling Urgency. Description of Services: The U.S. Department of the Air Force, Space and Missile Systems Center (SMC), Space Logistics Directorate contracting branch (SMC/PKJ) located at Peterson AFB, Colorado is contemplating acquisition and award of a single contract for GMT Depot Support. The GMT Depot operation is a stock, store, and issue operation with a moderate level of subject matter expertise required for field support. The contractor will be responsible for GMT hardware and software maintenance, secure depot warehousing and logistics to include shipping, receiving, inventory, storage, control, and common fault isolation techniques. This effort will provide GMT sustainment support to 8 Major Commands and over 50 organizational units. The GMT bridge contract will allow for the continued provision of wideband communication services using existing Defense Satellite Communications Systems (DSCS) satellites, the Wideband Global Satellite Communications (WGS) satellites, and commercial satellites. GMT is interoperable with legacy Super High Frequency (SHF) terminals and is designed to be upgradable to incorporate new technologies and capabilities in the future. The GMT program consists of approximately 125 terminals and 115 Quad-band Large Aperture Antennas (QLAA) fielded as part of a GMT improvement package. The period of performance is for six (6) months. The projected RFP release date for this effort is 21 August 2015. The anticipated contract type is Firm Fixed Price (FFP). The notice expires 15 days after publication.
