- Building Materials, Supplies, Hardware, and Miscellaneous Items-BPA Combined Synopsis/Solicitation (R15PS01079) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) To facilitate electronic quote submissions through FedBizOpps, a request for quote (RFQ No. R15PS01079) is being issued subsequent to this combined solicitation/synopsis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-83. (iv) This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 444130, Hardware Stores. The small business size standard for NAICS Code 444130 is $7.5 million. (v) Line Item 0010 - Since items will be ordered on an as-needed basis, offeror ¿s that are interested in the opportunity to enter into a Blanket Purchase Agreement (BPA) with the Government shall submit their catalog, or an exemplar list of items that are available for purchase, along with a percentage discount (discounts should be based off of the MSRP) for all orders placed under the BPA. The Specifications attachment provides more detailed information about the requirement and can be located at FedConnect.net. (vi) The Bureau of Reclamation has a requirement for various building materials and hardware to be delivered on an as-needed basis. This may include items such as windows, doors, sinks, industrial lighting, large commercial tools, water and/or ice machines/dispensers, miscellaneous construction supplies, green house materials, large commercial lawn equipment, utility vehicles, and electric carts/vehicles. (vii) Performance is estimated to begin on or about Tuesday, September 1, 2015. Deliveries shall be sent to the location specified in each BPA Call. Most deliveries should be received and accepted at 500 Date Street, Boulder City, NV 89005. The following clauses and provisions are applicable to this commercial item acquisition: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items (ix) Determination of award will be based on the lowest-priced responsive quotes from responsible offerors. The resulting contract will be a Multiple Award BPA to three (estimated) vendors. (x) FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items Offerors are advised include with their offer, a completed copy of the provision 52.212-03, or indicate completion of the provision online. Offerors may complete the annual representations and certifications online at https://www.sam.gov/. (xi) FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items.
