- The U.S. Army Contracting Command - Aberdeen Proving Ground, Belvoir Division, on behalf of the U.S. Army Research, Development and Engineering Command, Communications-Electronic Research Development and Engineering Command, Night Vision Electronic Sensor Directorate (NVESD), intends to negotiate with Chelton Limited of Cleeve Road, Leatherhead, Surrey, England, on a sole source basis to provide further development of technological approaches for the next generation of systems to detect explosive hazards, including landmines, deeply buried metallic and non-metallic improvised explosive device (IED) main charges; and triggering mechanisms such as non-metallic conductive components and wires. This effort is a follow-on action to Contract No. W909MY-13-C-0041. The proposed contract action will leverage the research and development previously performed in order to continue the assessment and development of a highly specialized handheld technology demonstrator system, which offers the potential to deliver unique and increased capabilities in the detection of explosive hazards at close range. Chelton Limited's demonstrator combines a number of unique capabilities and salient characteristics, not offered by any known competing source and are proprietary to Chelton Limited. The estimated period of performance is thirty-six (36) months; this includes an eighteen (18) month Phase I period and an eighteen (18) month Phase II period. The resultant contract will be Cost Plus Fixed Fee (CPFF). It has been determined that Chelton Limited is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1; Only One Responsible Source. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit a proposal. All proposals received within forty-five days (45) days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via email to the Contract Specialist, Brendan Deluca at brendan.a.deluca.civ@mail.mil. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
