- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the American Association of State Highway and Transportation Officials (AASHTO) to organize a peer exchange for participants to meet and share information pertaining to predicting performance outcomes across a range of projects. AASHTO advocates transportation-related policies and provides technical services to support State Departments of Transportation in their efforts to efficiently and safely move people and goods. AASHTO serves as a voice for transportation and catalyst for organizational and technical excellence in support of statewide transportation planning community. AASHTO is the sole convener of this peer exchange, offering an opportunity to bring together statewide transportation planning practitioners to discuss information on predicting outcomes to achieve specific performance targets. AASHTO will be responsible for planning and managing the peer exchange discussion including logistical support, production of meeting materials, staffing and facilitation. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
