- LAIRCM RFI, details and submission requirements AFSC/PZABB is seeking external sources for repair of the AN/AAQ-24(V) Large Aircraft Infrared Counter Measures (LAIRCM) program. The principal purpose of a planned future contract will be to obtain repair capability for the AN/AAQ-24(V) Large Aircraft Infrared Countermeasures and Directional Infrared Countermeasures (DIRCM) Systems Line Replaceable Units (LRU) assets. The scope of this effort includes repair actions for multiple customers including: DoD components and Foreign Military Sales (FMS) customers. The AN/AAQ-24(V) is currently installed on multiple platforms. This is not a solicitation but rather a Request for Information (RFI) to determine potential sources for information and planning purposes only. This request does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. There is no solicitation available at this time. Contractor proposals will receive no response. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. The Air Force has not yet determined the acquisition strategy for this requirement, including determining if a set-aside strategy is appropriate. Northrop Grumman Technical Services (NGTS, Warner Robins, GA) is currently the prime contractor for the repair of the LAIRCM system. Northrop Grumman Electronic Systems (NGES, Rolling Meadows, IL) owns the technical data required to remanufacture, produce spares, and repair the system. Parties expressing interest in this requirement must have the capability to access pertinent technical data needed for repairs, technical support, and contract program management. Interested parties must also be able to provide repair and parts service for the designated LAIRCM LRUs and return to Government (or designated inventory) in serviceable condition that meets or exceeds the manufacturer specification. Companies must demonstrate that they have past experience repairing the AN/AAQ-24(V). Responses to this Request for Information must be submitted in accordance with the attached document titled "LAIRCM RFI".
