Description
Sources Sought Synopsis The Assessment Division, CJ32, of United States Forces Korea (USFK), and the 411th Contracting Support Brigade are conducting market research to locate qualified, experienced, and knowledgeable personnel who are able to conduct English-Korean translation on complex military and government matters in support of USFK/Combined Forces Command/United Nations Command operation assessment mission. This is not a solicitation announcement. This notice does not constitute a request for quote or request for proposal. No contract will be awarded from this announcement. No reimbursement will be made for any cost associated with providing information in response to this announcement. The Government is anticipating awarding a firm fixed price contract type with a period of performance to include a base period and two (2) one-year option periods as listed below. Base Period: 8 November 2015 - 30 April 2016 1st Option Period: 1 May 2016 - 30 April 2017 2nd Option Period: 1 May 2017 - 30 April 2018 The anticipated award date is 30 Oct 2015. Below is a portion of the draft Performance Work Statement (PWS) for this non-personal services requirement. 1.Scope of Work: Theater Operational Planning Assessment Services. The contractor shall serve as a Subject Matter Expert (SME) on Effects Based approaches to Operations (EBaO) Advanced Concept Technology Demonstration (ACTD) Services. The contractor's responsibilities are the following: 1.1 Performs translation of all Theater Effects Based Operations (TEBO) ACTD and Joint publication EBaO related documents and TEBO Knowledge Base (KB) software static fields. Assists in translation of all EBaO, TEBO KB data, and transformation documents; must be able to translate Korean to English and English to Korean. 1.2 Participates in CFC/USFK Exercises Ulchi Focus Lens (UFL) and Reception, Staging, Onward Movement and Integration (RSOI) as SME, assisting where needed to collect TEBO ACTD design requirements; briefing high level visitors; and, identifying EBaO process issues. 1.3 Attends TEBO ACTD User Conferences and Functional Design Reviews. Provides input to Technical and Operational manager on observed upgrades and enhancements required for the TEBO KB. 1.4 Meets with ROK CFC staff officers and sections to provide updates on TEBO KB status. Also, provides updates and information on emerging EBaO concept and doctrine. 1.5 Attends TEBO KB and EBaO training to provide both English and Korean translation and TEBO KB and EBaO expertise. 1.6 Attends EBaO Operational Planning Team meetings for development of EBaO processes and development of Operational Plans (OPLANS). 1.7 Maintains a neat, well-groomed appearance at all times to establish credibility and show professionalism with employees and appropriate agencies. Below is the list of minimum requirements. Education: Bachelor's Degree Experience/Qualifications: Seeking former military personnel with a rank of O-5 or higher, non-service specific but preferably in the ROK Army, who have experience as a staff officer in Combined Forces Command. oMust have participated in exercises KEY RESOLVE and ULCHI FREEDOM GUARDIAN and can speak to the battle rhythm requirements and various working groups. Experience in document translation (fluency in both English and Korean with joint publications) in order to provide translation on complex military and government matters. Experience in Effects-Based Operations, to include knowledge of Operational Net Assessment, Systems of Systems Analysis, and Operation Assessment. Experience in Information Technology and Program Management, to include knowledge of development and use of Implementation Directives, Concept-of-Operations, Management Plans, and user-interface design. Experience with advanced computer skills in all Microsoft programs, especially Excel, Word, and Power Point. Must be able to demonstrate proficiency in all aforementioned requisites. Must be eligible for SECRET security clearance.
