- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Design Build for Airfield Revitalization and Repair, MCAS Futenma, Okinawa, Japan. The proposed project is a combination of nice (9) design-build projects for Airfield Revitalization and Repair at MCAS Futenma, Okinawa, Japan. Phasing/Sequencing of work for this design build project is required. The list of the projects are as follows: PROJECT A: REPAIR AIRFIELD LIGHTING SYSTEM PROJECT B: REPAIR AIRFIELD PAVEMENT SYSTEM PROJECT C: REPAIR RUNWAY/TAXIWAY SHOULDERS PROJECT D: REPAIR DRAINAGE PIPES AND DEPRESSION UNDER TAXIWAY PROJECT E: REPAIR SANITARY SEWER LINES, SOUTH AREA PROJECT F: INSTALL CONCRETE DITCH, MIDFIELD, B-539 PROJECT G: REPAIR SINKHOLE AT CLEAR ZONE NEAR B-110 PROJECT H: REPAIR SINKHOLE NEAR HANGAR 533 PROJECT I: PROVIDE HELIPAD LIGHTING AT PAD 516 Estimated cost range is between $25,000,000 and $100,000,000 (JPY3,003,000,000 and JPY12,012,000,000) CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. In the case of offers from a joint venture, at least one of the joint venturers must possess and provide verification of such construction license prior to award. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
