- OF-612 Complete Solicitation USAID/Southern Africa (SA) is looking for a consultant to assist with ongoing needs in the Mission's Health Office (HO). The assignment will focus primarily on two time-bound activities: (1) assistance in the drafting and editing of the Project Appraisal Document (PAD) for South Africa and (2) support on other HO documentation needs. Major duties and responsibilities: •· Become familiar with the Country Operational Plan (COP) 2015 and the Strategic Direction Summary (SDS), which defines the PEPFAR 3.0 pivot in South Africa. •· Review COP presentations delivered at the OGAC COP Review meeting in Dar es Salaam, Tanzania, for further context and analyses. •· Review ADS 201.3.16.4 and all relevant Mission Orders in order to develop draft and final PAD documents for South Africa, using content from the COP. •· Develop a timeline and related activities to obtain necessary information to update out year plans from each of HO's core teams: Care & Treatment; Prevention; Health System Strengthening; Orphans and Vulnerable Children; Strategic Information. Conduct analyses to determine any missing information required for the PAD. •· Develop a PAD to reflect three budget scenarios following conclusion of the South Africa Partnership Framework Implementation Plan (PFIP): straight-line ($250 million annually); increased; and, decreased. Engage with HO leadership to determine portfolio design implications based on these three funding levels. •· Draw upon available materials (e.g., Investment Case, Mid-term Review of the National Strategic Plan, Global Fund Concept Note, etc.) to define additional components of the PAD not available through the COP or SDS. •· Organize and facilitate external sessions as required, in collaboration with HO leadership. •· While part of this work can be done remotely, meetings at the USAID/SA Mission will be required as needed to review progress and quality. As needed, other activities in support of the bilateral program may be assigned, which would relate closely to the PAD development. These could include, but not be limited to, related data analyses, editing, presentations, and development of other HO documents. Deliverables include, but are not limited to, the following: Programmatic recommendations based on site yield analysis, GIS mapping and epidemiological data; Completed work with the USAID PEPFAR team to determine target setting for out-years at: a) Site; b) District; c) Implementation mechanism (IM)-level; d) Technical Programmatic Area; and e) National-level; Completion of the site yield analysis, volume analysis, outlier analysis, and resource projections; A high quality Concept Note (not to exceed ten pages) and support to a mission-wide presentation to ensure approval to proceed with the PAD; A high quality PAD for South Africa based on the COP that aligns with the requirements of ADS 201.3.16 and follows the procedures established through the Mission's related Mission Order or other guidance.
