Solicitation W91B4N-15-R-2005 has been released for this requirement at the following link https://www.fbo.gov/notices/a1af58338e7b97b3b19205c1edff7816 The Expeditionary Contracting Command - Afghanistan (RCC-East) is issuing this sources sought synopsis as a means of conducting Market Research to identify parties having an interest in and the resources to support this requirement for airlift support within the country of Afghanistan. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 481211. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. NAC-A/CSTC-A has a need to provide flexible, reliable, safe commercial air movement for the Afghan National Defense Security Forces (ANDSF) via the Afghan Air Force (AAF). Provide on-call rotary wing (R/W) airlift aircraft, personnel (i.e. crew and cargo handlers), equipment, tools, materials/supplies, maintenance, and supervision necessary to perform: (1) passenger and personal luggage transportation, (2) HR transportation, and (3) cargo transportation (to include resupply). These missions will be within the borders of the Government of the Islamic Republic of Afghanistan (GIRoA). On-call response times will be 12 or 24 hours. Specific Mission Types: ANA CORPS RESUPPLY: ANA Corps resupply normally occur on a planned periodic basis and would be considered routine missions. On an infrequent basis, a 'reactive' resupply may be required. Supplies are prepared for flight delivery in bundled packages. CARGO TRANSPORT: Cargo transport will normally occur on a planned periodic basis and be considered routine missions. On an infrequent basis, a 'reactive' transport may be required. Supplies are prepared for flight delivery in bundled packages. HUMAN REMAINS (HR) TRANSPORT: Due to cultural requirements, HR transports are needed within 24 hours and are, therefore, 'reactive'. HRs would be sealed in body bags and inside a light-weight transport coffin to make them suitable for flight transport. MILITARY PASSENGER and ASSOCIATED BAGGAGE TRANSPORT: Military passenger and baggage transport are not normally routine missions, although occasionally planned tasking's may occur. This mission requirement is normally limited to passenger to one area and back to the origin. Aircraft and Aircrew Specifics: Mi-17 Medium Lift R/W or Equivalent R/W shall meet, at a minimum, United States aviation safety requirements as established by the Federal Aviation Administration (FAA), Federal Aviation Regulation (FAR) 133 and 135 or equivalent Civil Aviation Authority (CAA) regulation. A/C are licensed, registered, maintained, and operated in accordance with the air carrier's International Civil Aviation Organization Regulations (ICAO) or Afghan Civil Aviation Authority (ACAA) regulations. All aircraft shall be equipped with a Ballistic Protection System (BPS) certified to provide protection per the National Institute of Justice (NIJ) Standard 0108.01 (NIJ Level 3A). Protection at a minimum shall cover the floor of the aircraft (both the cabin and cockpit areas). The BPS shall extend a minimum of 2 feet past the last row of passenger seats or to the rear bulk head/rear wall if this is less than 2 feet away from the last row of seats. Aircraft must be configured with Ultra high Frequency (UHF) and Very High Frequency (VHF) radio, and Global Position Satellite (GPS) in good working order/condition. All aircraft will maintain serviceable first aid kits, fire extinguishers, and all aviation life support equipment required IAW with applicable ICAO and ACAA standards. Aircraft can meet the following baseline capabilities: @ 6000ft MSL and 30oC, carry 18 Pax or 1800 kg, with IGE takeoff, 2.5 hours flight time, 95 knots KIAS A/C meet Federal Aviation Regulation (FAR) 133 and 135 or equivalent Civil Aviation Authority (CAA) regulations Aircrew shall meet all requirements of Afghanistan Civil Aviation Regulations (ACAR) Part 1-11, or applicable ICAO requirements, whichever is the governing document for the aircrew and aircraft in use.
