Description
The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 621511 with a corresponding size standard of $32.5M dollars. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HubZone, and Women-Owned small business concerns. The Regional Health Contracting Office-Central, Fort Sam Houston, Texas, is seeking potential sources to provide Blood Donor testing services. The following tests are required: ABO/Rh, Antibody screen, STS, HBsAg, HBcAb, HCV, HIV 0, HTLV 1 and 2, WNV NAT, HIV NAT, HCV NAT, HBV NAT, CMV and Chagas. The confirmatory testing will consist of individually run tests: Antibody Identification, HBsAg Neutralization, HCV RIBA 3.0, HIV 1 Western Blot, and HIV 2 EIA. The contractor will also provide any additional testing that is deemed by the FDA as required for the safety of the national blood supply as well as any testing required to resolve any ABO/Rh discrepancies. All tests included in the standard blood donor testing and confirmation testing required by the donor center will be performed IAW Code of Federal Regulation, Title 21 (CFR) and applicable industrial standards. Testing will be picked up by a courier at from the donor center at 1400 plus or minus 30 minutes, Monday thru Friday, including holidays. Samples needing testing will be able to get dropped off at the contractor site 24 hours a day, 7 days a week, including holidays. Results will be available to the donor center in less than 12 hours from the time that the contracting site receives the samples and a mechanism will be available to the donor center to have visibility of these receiving times. Customer service will be available to the donor center toll free 24 hours a day, 7 days a week, including holidays. The requiring activity is San Antonio Military Medical Center (SAMMC), Joint Base San Antonio-FSH, Texas 78234. A Firm-Fixed Price contract with a Base Year plus four one-year options is the anticipated result of this sources sought announcement. Contractors responding to this market research are advised their response does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expense associated with preparation or participation in this research. The size of your business with regard to North American Industry Classification System (NAICS) code 621511 per the standard described in Federal Acquisition Regulation (FAR) Part 19.102 (FAR available at http://farsite.hill.af.mil). 2.If you believe this study should be performed under a different NAICS code, please recommend an alternate NAICS code and the rationale for the alternative code. 3.Recommended Bid schedule (Contract Line item details), invoicing recommendations (cost per test, each, lot etc...), and shipping details such as FOB destination vs origin, etc... 4. Company name, DUNS, CAGE, Contact information. 5. Submit via email no later than 19 August 2015.
