Description
Dear Prospective Contractor: This notice serves a twofold purpose: 1) Industry Day for National Cemetery of the Alleghenies, and 2) Sources Sought. Project Description: This project will develop approximately 6,500 gravesites for casket interment in pre-placed crypts, 400 gravesites for traditional casket interment, 4,224 columbarium niches, and 2,000 in-ground sites for cremated remains. The project will also include an Ossuary and Memorial Wall. An early turnover burial area for pre-placed crypts and in-ground cremated remains will be included. Work will include a base bid addressing internment and operational requirements plus a series of add alternates. The total Phase II development will develop approximately 20 acres to provide for about ten years of burial capacity. In addition to the gravesite development, the construction includes integration and installation of a GIS system, access roads and parking areas, renovations at the committal shelters, renovations at the administration building, renovations at the maintenance complex, unheated metal storage building, stand-by generator, utilities, signage, site furnishings, landscaping and irrigation system. The approximate project duration will be 720 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $10,000,000 and $20,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. CFM intends to conduct this acquisition in accordance with FAR Part 15, Contracting by Negotiation. ? Industry Day The University of Pittsburgh Small Business Development Center (SBDC) and VA will host an Industry Day Forum to discuss upcoming National Cemetery of the Alleghenies project. This Industry Day Forum will be used for market research to give The Office of Construction and Facilities Management (CFM) the opportunity to engage contractors to determine overall interest in the project, experience with cemetery construction and small business participation possibilities. An "Industry Day" has been set for August 19, 2015, from 11:00 a.m. - 1:00 p.m. The Industry Day Forum will be hosted by the University of Pittsburgh Small Business Development Center at 3959 Fifth Avenue (William Pitt Union, Assembly Room-First Floor) Pittsburgh, PA 15213. This event will provide background and more specific information on the project. This Industry Day Forum will be used for market research to give CFM the opportunity to engage contractors to determine overall interest in the project, experience with cemetery construction, capacity to successfully accomplish the work, and small business participation. All questions and presentations from the Industry day will be made available through an amendment to this notice that will be posted on www.FBO.gov. Sources Sought Notice This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project, you must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety), also provide firms total bonding capacity (single and aggregate), current available bonding capacity, and expected available capacity for 2015 and 2016. Please limit responses to ten (10) pages. The Contractor capability statement shall include, but not be limited to: 1)Corporate Experience: "Provide at least three projects in the past five years that demonstrate team experience with National Cemetery construction ; if no national cemetery experience can be documented provide at least three projects similar to parks, golf courses that contains at minimum building construction and renovation, earth work, road construction, landscape, irrigation, site electrical and retaining walls. The Capability Statement must include Team Experience in all the elements of construction below: I.Earth Work "The earth work must have been performed in the past five years with projects involving earth work and grading for cemeteries, parks or site development projects of at least 20 acres in southwestern Pennsylvania. II.Road Construction "Road Construction projects of similar size and scope involving DOT road construction in the State of Pennsylvania. III.Landscaping "Landscaping projects involving planting and lawn installation for cemeteries, parks, golf courses or other similar sites of at least 20 acres. IV.Irrigation "The irrigation system installation for cemetery, park or golf course sites of at least 20 acres. V.Precast Concrete Burial Components "The crypt and columbarium experience must be in providing and placing crypts and columbarium niche units at a National Cemetery with three completed projects. VI. Building Construction Building construction experience should include renovations to existing occupied offices space and erection of pre-engineered metal buildings. All responses to the sources sought must be submitted via email to the Contracting officer E.J. Jean-Jacques at Evenel.Jean-Jacques@va.gov, by August 26, 2015, 5:00 pm ET. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
