Description
This is a pre-solicitation notice to announce that the Department of Interior (DOI), National Park Service (NPS), Herbert Hoover National Historic Site (HEHO), has identified a requirement for the removal and replacement of an existing concrete plank bridge. The successful contractor will be required to remove and properly dispose of the existing bridge. The existing bridge is constructed of four pre-cast concrete planks. Each of the existing planks is approximately 3 feet wide by 31 feet long for an overall size of approximately 12 feet by 31 feet. The existing planks are bolted together and bolted to concrete bridge abutments. The existing bridge assembly will be removed and replaced with a wooden bridge structure, including hand rails and a wooden "wear deck", designed to meet 85 PSF load. The new bridge assembly shall be free span with no intermediate supports. The new bridge assembly will use existing bridge abutments and will be approximately 12 feet wide by 31 feet long. The new bridge structure it to be of solid sawn and pressure treated Douglas Fir timbers (no glulams) of sufficient size to meet load/span requirements of 85 psf. Wood treatment to be oil based such as copper naphthenate (no water based wood treatments). The finished handrail heights shall be 54" and meet all requirements for pedestrian and bicycle bridge handrails. The finished decking ("wear deck") to be of 2x8 S4S cedar, securely screwed to structural deck assembly. All hand rail components to be of S4S cedar material. A drainage system sufficient to prevent water from remaining on bridge shall be installed. Upon completion of the new bridge installation, contractor will be responsible for providing bridge approaches on both ends of the bridge to meet flush with the new bridge assembly as needed. The successful offeror shall commence work within (7) seven calendar days after the issuance/receipt of a notice to proceed issued by the Government Contracting Officer. The offeror shall prosecute the work diligently in a neat and orderly manner so as to complete the work under this contract within 210 calendar days after the issuance/receipt of the notice to proceed. The location of all work is at the Herbert Hoover National Historic Site, West Branch, IA. If a solicitation is issued, the solicitation number will be P15PS02366. If issued, the solicitation will be released electronically on www.fbo.com. Potential offerors will be required to visit the website periodically to check for the solicitation and any amendments or other changes to documents. No other notifications will be sent. Offerors must be registered in the System for Award Management (SAM) at www.sam.gov system prior to award of a Government contract. Offerors are further advised that failure to register in SAM will render your firm ineligible for award. Registration requires applicants to have a DUNS number. It is recommended that your firm register immediately in order to be eligible for award. The anticipated date when quotes will be due is approximately 14 days after the solicitation is issued. The project award date is approximately September 16, 2015. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Proposal documents will be available for download in one or a combination of the following formats: Adobe PDF. Free downloads of Adobe Reader software are available at www.adobe.com. The Government intends to evaluate offers received in response to the solicitation using the lowest price technically acceptable (LPTA) evaluation method. Any resulting contract will be issued as a firm-fixed price contract. This requirement will be set aside for Small Business requirements. All responsible Small Businesses may submit an offer that will be considered. The applicable NAICS code is 237310 - Highway, Street, and Bridge Construction. The size standard is $36.5M. A pre-proposal site visit will be scheduled when the solicitation is issued. Specific details regarding the site visit will be included in the solicitation, once posted.
