Description

The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Contracting Office intends to solicit, on an Other Than Full and Open Competition basis, for the acquisition of Clinical and Medical Operation Support Services in support of Bureau of Medicine and Surgery (BUMED), Washington DC. These services will be acquired through a modification extending the performance period under existing contract N00189-12-C-Z094. This will be a 6-month extension for services from 30 September 2015 through 31 March 2016 that will enable continued performance of the required services until the follow-on contract is awarded. The Government intends to solicit and negotiate with only one source, Universal Consulting Services, Inc. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source, as implemented by FAR 6.302-1. The applicable NAICS code is 561110, size standard $7.5M. Under this requirement, the contractor supports the Deputy Chief and Executive Team of Medical Operations (M3), to include such tasks as Medical Administration, Medical Home Port, Healthcare Informatics, Healthcare Management System, and product line Assistant Directors. The contractor will support the alignment of medical operations with Navy Medicine ™s strategic vision and goals by assisting with drafting and releasing strategic guidance, development and implementation of policy, and execution of mission related activities, as well as provide comprehensive executive and administrative support to all directors and codes. Universal Consulting Services, Inc., as the incumbent under N00189-12-C-Z094, is considered the only contractor that can provide the services in the required timeframe. The Government has a continuing need for the services being provided under the current contract. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirements and may submit information that shall be considered by FLC Norfolk Philadelphia Office. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information received.
