Description
SP4702-15-Q-0070 Supply Solicitation PR # 58981331 FR # 200042463 GL # 61003110 Fiscal Year 2015 Description: The contractor shall provide all labors, materials, tools, transportation, supplies, supervision, etc.(except as noted), necessary to provide the V93000 SOC Series Upgrade to DLA Land and Maritime Product Test Center Electronics Lab (TE), Columbus, Ohio. Training will be required. Therefore, some service provisions will be included on this solicitation. Quantity for CLIN 0001 (Laboratory Equipment): 1.00 Delivery: 60 days after the award notice. Unrestricted Solicitation. Firm-Fixed-Price Contract. Sole Source to Advantest America (4G1Z3) 1. The contractor shall provide all labor, materials, tools, supplies, supervision, etc. (except as noted), necessary to upgrade the V93000 Digital Test system located at the Defense Supply Center Columbus (DSCC), Columbus, Ohio. The purchased materials are to be shipped to the DLA Product Test Center at contractor expense. A. V93000 SOC Series Upgrade. 1. Procurement shall include five new Hewlett Packard Z620 OFFLINE Workstations with each configured as follows. a. Standard Advantest High Performance offline customized workstation HP Z620 Bundle no CIC. b. Flat panel display for Linux system controller. Priced at $1,600 per display. c. LAN Switch (PoE) Kit. d. Standard HP compatible keyboard and mouse. e. The current release of Red Hat Linux Enterprise (RHEL5U8 or above) operating System. f. The workstation shall include the current production release of SmarTest system software for offline editing (Revision 7.0 or above). g. The workstation shall include SmarTest system software release ST6.5.4.11 for offline editing. h. Price shall be $10,000 per workstation and $50,000 total price. 2. Procurement shall include two new Hewlett Packard Z620 ONLINE Workstations with each configured as follows. a. Standard Advantest High Performance online customized workstation HP Z620 Bundle b. Flat panel display for Linux system controller. Priced at $1,600 per display. c. LAN Switch (PoE) Kit. d. Standard HP compatible keyboard and mouse. e. CIC (PCI Express) computer to test system interface card. f. The current release of Red Hat Linux Enterprise (RHEL5U8 or above) operating System. g. The workstation shall include the current production release of SmarTest system software for online editing (Revision 7.0 or above). h. The workstation shall include SmarTest system software release ST6.5.4.11 for online editing. i. Price shall be $11,000 per workstation and $22,000 total price. 3. The DLA Product Test Center currently is licensed for three offline workstations and two online workstations. The three existing offline licenses shall be transferred to three of the new Z620 offline workstations at no cost to the federal government. The two existing online licenses shall be transferred to the two new Z620 online workstations at no cost to the federal government. To account for the two additional offline workstations the following must be purchased. a. Procurement shall include two new OFFLINE perpetual SmarTest software licenses to account for the expanded number of offline workstations (three existing to five new offline workstations). b. Price shall be $1,500 per license and $3,000 total price. 4. New user training shall be delivered at Advantest's customer training center in San Jose California and shall consist of the following. a. Training shall be V93000 Digital User Training. b. Training shall be for five V93000 users. c. Training shall be five days. d. Training shall include formal classroom lecture. e. Training shall include laboratory time for new program development. f. Five training credits at a cost of $11,600. 5. Software recovery kits for online and offline workstations shall include the following. a. One V93000 SOC Digital Media Kit (OS: RHEL5) for offline workstations. b. One V93000 SOC Digital Media Kit (OS: RHEL5) for online workstations. 6. Invoices shall be submitted through Wide Area Workflow (WAWF), See DFARS Clause 252.232-7006 Wide Area Workflow Payment Instructions for detailed instructions on how to submit invoices. 7. New Z620 Workstations, software, and training shall be delivered to: Defense Supply Center Columbus, 300 N. James Rd, Bldg. 17-3, Mark For: DLA Product Test Center, Bldg. 11-7, Attn: Mark Kruse (614)692-9868, Columbus Ohio, 43213. 8. For technical questions contact Rick A. Shipman (Rick.Shipman@dla.mil / 614-692-9872). 9. TE DODAAC: SL0700. Notes: Information for Wide Area Workflow (WAWF) Invoicing: Use 2 in 1 Type Invoice. To ensure timely payment the vendor should enter the required info in WAWF on the day the material ships from their facility. Contractors/vendors not using WAWF will need to register for WAWF in order to gain access to the new myInvoice functionality. Government credit card would not be utilized for this purchase request. All payments will be processed and submitted through WAWF "only". When creating invoice in WAWF Contractor "must" input DoDAAC# SL0700 under Service Acceptor field. Otherwise the payment wouldn't be process on time. Offers will be evaluated based on "Lower Technically Acceptable Offer".
