- REFERENCE: N1023-15-0011 Military Sealift Command - Norfolk, VA (MSC) intends to issue a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract to a single source under the authority of FAR 6.302-1(a)(2)(iii), "only one responsible source and no other supplies or services will satisfy the agency requirement," on or about 1 October 2015 to Rolls-Royce Marine North America, Inc. (Rolls-Royce). The ordering period will include a 1 year base period with 4, 1 year option periods. The purpose of this contract is to procure authorized Rolls-Royce Bergen Diesel Original Equipment Manufacturer (OEM) services to repair and maintain Rolls Royce equipment and systems onboard the T-AKE and T-AO class vessels. As the OEM, The Government believes Rolls-Royce is the only contractor that can satisfy the necessary requirements. The proposed contract is a follow-on to N40442-08-D-1011 and was previously synopsized on FBO under solicitation number N00033-14-D-8009. Under the N40442-08-D-1011 contract, Rolls-Royce provided OEM maintenance and repair for its equipment and systems on MSC vessels. The OEM rights for these systems are owned by Rolls-Royce. Accordingly, the engineering, construction drawings, and technical characteristics for the manufacture of parts for these systems are proprietary to Rolls-Royce. Further, the only licensed U.S. authorized distributor for these systems is Rolls-Royce. This procurement is a FAR Part 12 acquisition being conducted using FAR Part 15 procedures. The North American Industry Classification System (NAICS) code for this requirement is 811310 with the size standard of $7.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible contractors are requested to provide company and technical information if they believe they are capable of fulfilling this requirement. Any potential responses to this notification are required to be submitted electronically (e-mail) using either the Portable Document Format (PDF) or Microsoft Word format and addressed to Mr. Elijah Horner at Elijah.horner@navy.mil. Responses shall not exceed fifteen pages in length and must be received no later than 4:30PM ET on 18 August 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
