Description
Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst Contracts Department intends to procure on 25' Defender boats, P/N: 425-14 and ancillary accessories (herein referred to as Security Forces Assistance-Small (SFA-Small)), from SAFE Boats International, Inc., located in Bellevue, Washington. The resulting contract will be placed on a firm fixed-price basis and will procure commercial items. These boats are used by Naval Special Warfare Command (NSW) for in-residence training of small craft operations and maintenance to international students. In addition, they are also used to develop and refine Maritime SFA tactics, techniques and procedures during pre-deployment Professional Development and Unit-Level/Squadron Integration Training for NSW deployable personnel. While this craft is primarily used as a CONUS-based training asset, they may be operationally forward deployed. The 25' SAFE SFA-Small boats and required accessories are currently in use throughout the USSOCOM fleet and have been proven effective in restrictive environments, enabling successful completion of missions. USSOCOM has a requirement to procure the boat that its partner nations have purchased and operate within their inventory. The SAFE SFA-Small boat is still the boat being utilized by USSOCOM partner nations and therefore it is still a USSOCOM requirement for these boats. USSOCOM requires that the SFA-Small boat configuration is identical to those currently in the fleet. The fleet is currently outfitted with sixteen (16) SFA-Small Boats with the same configuration as required under this action. In addition, the SAFE SFA-Small boats have a unique design and are required to be unsinkable vessels that utilize a full-sized foam collar system for flotation, stability and fendering. The SAFE SFA-Small boats are manufactured to meet these requirements, and remain the only known boats that meet these requirements. Selection of another vendor's boat would cause an increase to the associated cost of ownership and delay delivery of the system to the fleet. The government intends to award this requirement under the authority of 41 USC 1901 Simplified Acquisition Procedures (Test Program for Certain Commercial Items). Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. No solicitation will be available for this procurement.
