It does not constitute a solicitation for offers. This Amended RFI is not a request for proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This Amended RFI does not commit the Government to contract for any supply or service. Respondents are solely responsible for all expenses associated with responding to this Amended RFI and will not be paid for the information submitted. All information received in response to this Amended RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. DESCRIPTION The Air Force Research Laboratory, Space Vehicles Directorate, Battlespace Surveillance Innovation Branch (RVBY), Kirtland AFB, NM is seeking information to support its research and development (R&D) mission to advance radiation hardened, space-worthy lasers for use in atomic systems. The AFRL Strategic Atomic Navigation Devices and Systems (SANDS) program, seeks to advance robust precision radiation hardened lasers through partnerships with industry. The SANDS portfolio is comprised of solid state inertial navigation instrumentation (i.e., accelerometers, gyroscopes and inertial measurement units) development, inertial navigation test and evaluation, radio frequency position, navigation and timing algorithm development and demonstration, and cold atom-based precision timing and inertial navigation systems research and development. 3. OVERVIEW OF INTEREST A development effort is being considered to develop and demonstrate robust precision radiation hardened laser sources for use in atomic systems such as atomic frequency standards for space-based and strategic systems. Technical responses are expected to demonstrate a detailed understanding of continuous wave (CW), narrow line-width lasers intended for alkali and alkali-earth atomic systems, particularly Rubidium (Rb), Cesium (Cs), Strontium (Sr), and Calcium (Ca). The laser system desired shall output on the order of ≥ 300 mW of CW power, produce ≤ 150 kHz linewidth (after stabilization), provide ≤ 20 µW or better amplitude stability, be initially space radiation hardened with a feasible path to hostile radiation hardening, and designed in such a way to survive launch with mode-hop (sudden jumps of optical frequency) free operation on-board a space payload in Middle-Earth Orbit (MEO) with a feasible path to strategic system applications. It is anticipated that the initial task for this development will be a trade study of potential laser system architectures at any or all of the following frequency standards listed below: (See the attached PDF document for the table) Element Wavelength(s) [nm] Rubidium 778, 1556 Cesium 852 Strontium 461, 689, 922, 1378 Calcium 423, 657, 846, 1314 The trade study will identify system architectures which can fundamentally meet or exceed ALL performance requirements under radiation and space launch environments. Subsequent tasks include the design, construction and testing of a prototype laser system. The system will be tested for both survivability and performance under a variety of natural and man-made radiation events including prompt dose and extended exposure of proton, gamma ray and x-ray radiation. Relative launch environments levels (e.g., vibration, shock, g-loading, and thermal vacuum) will be provided by AFRL separately upon request. While the prototype units are not expected to be flight-qualified, demonstration of launch suitability is a primary objective. Interested parties will need the capability to perform across the entire technical area. Respondents may provide a Statement of Capabilities (SOC) to meet all items in the technical area. 4. REQUESTED RESPONSE, FORMAT, & SUBMISSION Interested businesses are requested to submit a SOC no later than 23 September 2015 at 1200 p.m. (NOON); Mountain Standard Time (MST). For each Technical Area of interest, please provide sufficient written information to indicate capacity and any other specific and pertinent information that will enhance this effort. This event will provide a forum by which the SANDS team can communicate a clarification to the original Request for Information (RFI) RFI-AFRL-RVBY-FY15-01, Strategic Atomic Navigation Devices and Systems, dated 26 November 2014, and amended on 31 July 2015. This is a meeting with Subject Matter Experts, the Program Manager, the Contracting Officer, the Contract Specialist, and a Small Business Representative. This BFI will be held in conjunction with two other BFIs (RFI-AFRL-RVBY-FY16-05 and RFI-AFRL-RVBY-FY16-06.) Following the Government's description of the RFI clarification, attendees will be able to ask questions in the open forum and submit written questions to the Contracting Officer about the material presented. Questions/comments deemed relevant by the Contracting Officer or the technical team will be addressed and posted for public viewing to the FedBizOpps website.
