Description
The Defense Information Systems Agency (DISA) is seeking information regarding airborne communications satellite services to be provided by tracking spot beam High Capacity in the military Ka-band frequency on the Inmarsat I5 constellation. This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future. This RFI does not commit the Government to contract for any supply or service. Responders are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this announcement. The specifics are as follows: Background: The government requires global high throughput Ka-band airborne communications on the move on board Government aircraft. The aircraft are equipped with ViaSat KuKarray antennas and ArcLight Modems. The Government requires service on steerable beam(s). Aircraft data traffic may reside on private terrestrial networks that are exclusive to the government. A multi-protocol label switching (MPLS) connection may be required for data forwarding from the contractor's service hub terminal or network operations center to Government points of presence (PoP). The Government understands that the Inmarsat I5 constellation will offer military Ka-bandwidth connected to steerable beams. Technical parameters: Service: The Government is interested in the availability of one steerable beam per aircraft, per satellite, with military Ka-bandwidth to facilitate high throughput, uninterrupted global airborne service. Terrestrial Backhaul: For the government generated traffic, MPLS connections may be required to be provided to establish dedicated terrestrial connectivity from the satellite service provider's gateway to the Government specified PoP. The contractor shall also dedicate a MPLS router for all government traffic. The contractor may be required to provide an Open AMIP interface modem for installation on the aircraft that is compatible with the contractor's service, if existing ArcLight modems are not compatible with the contractor's service. An L-3 Mission Intergration Division secure commanding airborne process for automatic steering of the beam will be utilized. Information Requested: 1) Approximate date of full global availability of the aircraft tracking spot beam High Capacity Payload on the Inmarsat I5 constellation. 2) Information regarding service compatibility with existing aircraft hardware; The KuKarray Antenna and ArcLight MBR-4020 modem. 3) Throughput that can be provided with requested service. 4) Number of Aircraft which can be supported simultaneously. Proprietary information or trade secrets should be clearly identified. All information received that is marked Proprietary will be handled accordingly. 1. Pricing is NOT required at this time. 2. DISA requests responses will be submitted via e-mail to Brandee Griffin at brandee.n.griffin.civ@mail.mil. 3. Responses are due no later than 1600 Central Standard Time (CST) on Friday, August 14, 2015.
