Wage Determination - Lynn County, Texas Wage Determination - Lamar County, Texas Maps 1 and 2 Noble Partnership Application No. 54744215011J0L Noble Partnership Maps 1 and 2 Carolyn Miller Application No. 54744215011GP6 Carolyn Miller Statement of Work (SOW) Solicitation No. AG-7442-S-15-0020 SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-30. These includes, but are not limited (1) FAR Part 52.212-1, Instructions to Offerors-Commercial; (2) FAR Part 52.212-2, Evaluation-Commercial Items; (3) FAR Part 52.212-3, Offeror Representations and Certifications-Commercial Items; which must be submitted with the offer, in addition, FAR Part 52.212-4, Contract Term and Conditions-Commercial Items and FAR Part 52.212-5. THIS ACQUISITION IS A TOTAL SMALL BUSINESS SET-ASIDE. The North American Industry Classification System (NAICS) code 531320, Offices of Real Estate Appraisers, which is $7.5 million average annual income. BACKGROUND: The United States of American acting through the U.S. Department of Agriculture's Natural Resource and Conservation Service (NRCS), is considering purchasing conservation easements to assist the landowners in restoring, protecting, and enhancing wetlands. These land may be placed under a conservation easement through the Agricultural Conservation Easement Program (ACEP) Wetland Reserve Easement Component (ACEP-WRE). SCOPE OF WORK: All appraisals completed for this program must comply with Uniform Standards of Professional Appraisal Practice (USPAP) and appraisal instructions as issued by NRCS. The Contractor must be a State-certified general real property appraiser or obtain a temporary practice permit equal to State-certified general real property appraiser in compliance with title XI of the Financial Institution's Reform, Recovery and Enforcement Act of 1989 (FIRREA) in the State of States where the subject property is located. The Contractor must be in good standing with the licensing authority where the credential was issued, and not the recipient of disciplinary action within the past 5 years from the licensing authority. The Contractor must have demonstrated competency in compliance with USPAP in conducting appraisals of rural and agricultural properties of the requested type. Documentation of the experience and education will be included in the appraisal report. NOTE: See attached Scope of Work and Specifications for full details. AWARD: The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The anticipated award date is on or before August 28, 2015. TIME FRAMES/DATE. The market analysis must be completed no later than 30 calendar days after contract award. All appraisal reports are subject to a technical appraisal review conducted for compliance with NRCS appraisal instructions and USPAP prior to acceptance by NRCS. SUBMITTAL REQUIREMENTS. This is a REQUEST FOR QUOTATION (RFQ) PROCUREMENT TOTAL SET-ASIDE for SMALL BUSINESS. Specific instructions for preparing and submission of bids are provided in the solicitation. Interested and qualified firms must submit their bids no later than 2:00 pm (CST), August 25, 2015 to the attention of Danny Mandell, Contracting Officer at the contracting office address listed below: USDA NRCS Texas State Office 101 South Main Street Temple, Texas 76501 All contractors must be registered in the System for Award Management at www.SAM.gov to be considered for an award of a federal contract. For information regarding registration, go to www.sam.gov. There are no costs associated with registering in SAM.gov; registration is FREE! QUOTES SUBMIITED BY FAX OR EMAIL WILL BE ACCEPTED. All responsive quotes will be considered. PREPARATION OF RFQ (NRCS, TX, DEC 2007) In order to receive complete consideration for award of a contract, prospective contractors are requested to submit bids consisting of the following: -- Completed STANDARD FORM (SF) 1449 (one original signed and date copy) -- Provide DUNS number on the front of SF 1449, Block 17a -- Acknowledgment of all Amendments on SF 30 (if applicable), sign and date (if any) -- Completed BID SCHEDULE (Bid Sheet - page 3 of the solicitation) -- Offeror Representation and Certifications. Only complete and provide paragraph (b) if you have completed the annual representations and certifications at www.sam.gov. If you have not completed the annual representations and certifications at www.sam.gov, you will need complete and submit pages 23 - 35 of the solicitation.
