- The United States Air Force, AFLCMC/Operational Contracting Branch, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of Advanced Trauma Life Support (ATLS) and Advanced Trauma Care for Nurses (ATCN) Courses for C-STARS students in Baltimore, Maryland. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). his proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 813920 – Professional Organizations. Business size standard is for NAICS 813920 is $15M. The proposed source is Advanced Trauma Care for Nurses, Maryland, 22 South Greene Street, Baltimore, MD 21201. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 pm Local (Wright-Patterson AFB) Time, Tuesday, 11 Aug 15. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The requirement is as follows: The Contractor shall reserve a place in each ATLS and ACTN course for each student requiring training. The full course shall be provided. Approximately 75 students will require the ATLS course and 88 will require the ACTN course over the anticipated period of performance, 30 Sept 15 – 29 Sept 16, with the exception of the month of February. The contractor shall provide each AF attendee all applicable text(s), supplies and equipment necessary for course completion. The contractor shall also provide each AF attendee that satisfactorily completes course requirements with appropriate documentation to signify course completion (certificates, cards, etc.). In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The C-STARS Baltimore mission is to train military personnel in trauma care at a civilian Level 1 trauma center; the platform is located at the University of Maryland Medical Center's (UMMC) R Adams Cowley Shock Trauma Center (STC) in Baltimore Maryland. C-STARS Baltimore is a geographically separated unit of the United States School of Aerospace Medicine at Wright-Patterson AFB Ohio. The ATLS/ATCN course yields each rotator a national certification and is recognized as a critical element of the pre-deployment training regimen by AFMS leadership. Each ATLS/ATCN course is provided by the Maryland Committee on Trauma (MDCOT) at UMMC/STC. The MDCOT's ATLS course is governed by the American College of Surgeons, while their ATCN course receives oversight by the Society of Trauma Nurses. Advanced Trauma Care for Nurses, Maryland, (ATCN, MD) at subset of MDCOT at UMMC/STC in Baltimore, MD, is the only known source capable of fulfilling this requirement. ATCN, MD possesses the capability of providing the required training for all applicable rotators during the time they are already at C-STARS preparing for deployment. ATCN, MD also is the only organization in the national capital region that holds both ATLS and ATCN courses frequent enough to align with all C-STARS classes. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “FA8601-15-T-0212, C-STARS Baltimore ATLS/ATCN Courses FY15.” Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe, or.zip files).
