General Description of the Work: The SBIWTP is located immediately north of the United States and Mexico border in San Diego County, California. The plant is situated nearly two (2) miles west of the San Ysidro International Port of Entry. The SBIWTP treats an average daily flow of 25 million gallons per day (mgd) of raw sewage originating from Tijuana, Baja California, Mexico and then discharges the secondary treated effluent approximately 3.5 miles off the coast into the Pacific Ocean through the South Bay Land and Ocean Outfalls. The work for this project generally consists of construction of an offline equalization (EQ) basin with two (2) tanks, three (3) new clarifiers or secondary settling tanks (SST), an improved return-activated sludge (RAS) pump system, and other site civil works necessary to accommodate these new treatment units at the South Bay International Wastewater Treatment Plant (SBIWTP). Work includes providing all labor, equipment, materials, specialty items and services necessary to complete all civil, structural, mechanical, electrical and instrumentation and control work required to construct the facilities including furnishing, installing, testing and commissioning of all equipment. The EQ tanks are designed to hold a total of 3.75 million gallons and will require a new pump station. Each EQ tank will be 220 feet long, 72 feet wide, and have an average water depth of 15.88 feet at the middle. The SSTs will be similar in size and located next to the existing SSTs. Each SST will be 160 feet long and 20 feet wide. The depth in the middle of the tank will be 17.65 feet. Existing RAS pumps will be replaced with submersible pumps and use existing Variable Frequency Drive capacity. The efforts will require a delicate construction sequencing which will be detailed in the design documents. Specific criteria will be outlined in the design documents.
