Description
The work required under this task order encompasses a full range of methods and technologies supporting activities necessary to complete the design and construction of the Afghanistan Ministry of Defense Garrison Support Facilities. Gilbane, formerly known as ITSI, was awarded Cost Plus Fixed Fee (CPFF) task orders 0030 and 0049 through the AFCEC Heavy Engineering and Repair Contract (HERC) FA8903-06- D-8513 on 21 April 2009 and 08 September 2011, respectively. Scope of work for TO 0030 included a 5 story, 517,000 square foot Afghan Ministry of Defense (MOD) facility including a secure below-grade national command and control facility. The facility will provide administration, conference, and record storage space for the Afghan Minister and approximately 2,200 staff members. The project consisted of all associated utilities to include a dedicated power plant, back-up power generation, water well and distribution, waste water collection and a waste water treatment plant. It is the Afghanistan equivalent to the US Pentagon in importance and complexity. The reinforced concrete structural frame consists of 7 independent super structures designed for a highly active seismic zone. TO 0030 was approximately 83% complete before reaching funds exhaustion. Scope of work for TO 0049 included the construction of a four-story Barracks Building, Appeals Court Building, four-story Administration/Barracks Building, two-story Medical Clinic, grading and appropriate drainage for structures, three-Bay Maintenance Building and Vehicle/Bus Parking, Main Entry Control Point, two-story Band Building, two-story Physical Fitness Center, Outdoor Fitness and Running Path, and other projects identified in the Statement Of Requirements. Under a subsequent task order FA3002-08-D-TG06, the MOD HQ Building was completed along with the exterior "shells" of outlying facilities. Interior finishes were not awarded under TG06 because of funds and political decisions that required withdrawal of US forces from Afghanistan by 2014/early 2015. Under this new task order, the contractor will complete the interior construction activities on these facilities. In addition, the contractor will make exterior modifications to the Power Plant structure including the addition of a safety catwalk to Fuel Storage Tanks, and demolish dilapidated Barracks once occupants have relocated to renovated barracks.
