Description
The purpose of Amendment One is for the following: Electronic Submission: Please provide responses via e-mail to heather_madsen@nps.gov, include the solicitation number in the subject line of your electronic submission. Solicitation end date: The solicitation will close at 3:00 PM Mountain Standard Time, on Monday, August 10, 2015. To incorporate the questions and answers in this solicitation. Questions and Answers: Q. In which file format will the contractor receive the videos to be transcribed? A. File formats could be any of these:.MP4,.MOV,.MPG Q. Is a sample video available, for the purpose of building an accurate quote? A. http://www.nps.gov/training/video/NewDivisionChiefs_IntroVideo.mp4 Q. Are all captioning and audio describing to be performed in American English? A. Yes Q. Whether companies from Outside USA can apply for this? (From India or Canada) A. Canadian companies can bid however companies from India cannot. Q. Whether we need to come over there for meetings? A. Meetings when necessary will take place via teleconference or Web-X. Onsite meetings will not be held. Travel will not be included in the resulting contract. Q. Can we perform the tasks (related to RFP) outside USA? (From India or CANADA) A. The NPS does not determine where the work will be performed. The contractor may perform work where it chooses. Q. Can we submit our proposals via email ? A. Proposals are to be submitted via e-mail to heather_madsen@nps.gov Q. Is it a requirement that the vendor provides audio description services or can we submit a bid for the transcription & captioning services portion only? A. Proposals must be all inclusive. Partial bids will not be considered. Q. For the Audio Description the solicitation states ¿Contractor will submit [ ¿] written transcriptions of audio descriptions, formatted to NPS specifications ¿ ¿ can we please be provided with these specifications? Also, if the NPS have any specific requirements around the caption format this would be helpful ¿ we will assume for now the captions should be ADA compliant. A. NPS specifications include answering the five classic wh-questions in narrative creation: -WHERE: locations and settings, including dimensions and scene or location changes. -WHEN: time of day, light/dark, if relevant. -WHO: Characters (depending on film/scene: dress, physical attributes, age, facial expressions, body language and ethnic background if relevant). -WHAT: on-screen action sounds or effects that cannot easily be identified, subtitles or other text on screen, opening titles and/or end credits. -HOW: action development. Below is a sample audio description script that portrays the desired format. The video soundtrack is shown in italics; audio description is shown in bold. --- 01:00:00:00 - 01:00:44:00 Onscreen: The national park logo of bison grazing in a green meadow. The words: Badlands National Park Presents. Now, flashing streaks of bright orange lightening against a black sky. A view of rough, craggy peaks in silhouette against a deep blue sky which slowly changes to a wide vista of sharp hills golden in early morning sunlight. Shifting views of peaks and crags in ever-changing light. Closer views of sharp, barren hillsides in deep shadow changing to brilliant gold as they are touched by the sun. A dry valley, barren except for some scrubby green plants. 01:01:27:00... the movement, the life, becomes apparent. Quick views of a rattle-snake, curled to strike; a sandhill crane; large red ants disappearing into a sandy hole; a pronghorn antelope; a green lizard, a mountain lion in a tree; a turkey vulture on the wing; a badger showing his teeth; a grazing rabbit; a prairie dog poking out of its hole; baby swallows in a nest, a jumping chipmonk. An aerial view of a broad prairie divided by a long ribbon of muddy water. The title appears: Land of Stone and Light. 01:02:05:00-01:03:20:00... stretches back nearly 12,000 years. Rosalie Little Thunder prays in Lakota for the buffalo. Recreated scenes of lndian life: men riding horses past tipees.... migrating herds of buffalo. Indians dancing. The voice of Rosalie Little Thunder.... it was for the buffalo. A single buffalo slowly turns his huge head. --- A2. Captions should be ADA compliant and in the case of a transcript should be delivered in a MS Word document. Captions for use in a web browser should be formatted as SRT/WebVTT files; these formats include timecode adjacent to the dialogue. Q. For the task pricing, the rates are requested as ¿Rate per hour ¿ ¿ I want to be sure we understand this correctly and price accordingly. Does this mean the hourly rate for our service, i.e. if it takes 6 hours we will charge 6 hours @ $xx/hour; or does it mean our inclusive rate for performing the service to one hour of video, i.e. 1 hour of video will be charged at $xx for offline captioning? The latter would make more sense in a way as then the NPS will have a fixed and comparable price, whereas if we submit an hourly rate the same project may take us 6 hours and someone else 10 hours, so the two aren ¿t directly comparable (at this stage as we don ¿t have any files to actually quote on). A. The hourly rate is what the contractor charges per hour to complete the work. Meaning if it takes 6 hours to perform the task then the contractor would charge 6 hours times the hourly rate.
