- NOTICE TO INTENT TO AWARD SOLE SOURCE: Arnold Engineering Development Complex (AEDC), Arnold AFB TN 37389 intends to award a contract to Litron Lasers North America, 320 South Willson Ave, Bozeman, MT 59715. This requirement is for the purchase of a Litron PIV Laser. The following are the salient characteristics that are required for AEDC: REQUIRED SALIENT CHARACTERISTICS FOR LITRON PIV LASER A dual-head, Nd:YAG laser system is needed for performing two-dimensional velocity measurements using the particle-image-velocimetry (PIV) technique. The laser must meet the following specifications as a minimum: 200Hz rep rate per laser cavity, dual rod architecture, with full birefringence compensation allowed by their linear (non-folded) geometry, 50 mJ energy per pulse per laser cavity, Pulse stability @ 532 nm: < 3%, beam diameter: 4mm, beam divergence: ~3 mrad, pulse length @ 532 nm: 10 - 12 nsec, Pointing stability: <70 microrad, lamp life: 10E08 pulses, timing jitter: <0.5 nsec, self-supporting Invar rail for mechanical and thermal stability, stable resonator design, rack mounted power supply, water cooled This synopsis is approved for a sole source contract action as authorized in FAR 6.302-1 (supplies or services are considered to be available from only one source). No solicitation package will be issued. However, all interested sources may identify their interest but must provide proof of capability to provide an acceptable product by submitting an accurate description of the equipment offered, make and model numbers of the equipment, pricing data, and warranties. Only responses containing this data will be considered for the purpose of determining whether to conduct a competitive procurement. Award will not be made on the basis of responses received to this synopsis. If no favorable responses are received by 2:00 PM CST on 17 August 2015, a contract will be negotiated with the above named source. AF 5352.201-9101 OMBUDSMAN (APR 2015) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/HQ AFICA/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
