Description
Marine Corps Systems Command (MCSC) is conducting market research to identify solutions for a commercially available 75mm Toe Leather Ski Boot (LSB). A new ski/march boot is required by the United States Marine Corps to be utilized with a 75mm Telemark ski system. A total quantity of approximately 8,000 pairs of LSB will be required to support the Telemark ski system procurement in fiscal year 2018 with an anticipated annual replenishment of 200 pairs of LSB. The LSB must conform to applicable Buy America Act (BAA) and Barry Amendment (BA) provisions. RFI RESPONSE SUBMISSION Written Submission: Respondents are encouraged to provide information on their commercial product(s) and how they might address MCSC's requirements. The LSB must meet the following minimum requirements: -Boots must have a 75mm Toe for use with industry standard 75mm free pivot ski binding(s); -Boots shall have a combined weight of no more than 8 lbs; -Boots shall be water resistant (vapor permeable) and breathable per ISO 20347; -The ski boot with no socks shall have a clo value between 1.2 and 1.8. (USMC will physically test boots per ASTM F1291/ASTM F2370 to verify the clo value); -The ski boot shall be operable by a Marine wearing contact gloves (NSN 8415-01-555-4001) ; -Boots shall have a self-cleaning sole with no opposing straight walled lugs to facilitate use in snow, ice and mud; -Boots shall be designed to allow the wearer to walk on flat and varied terrain in a cold weather/mountain warfare environment while not on skis; -Boots shall integrate fully with current Marine Corps crampons (NSN: 8465-01-578-8908) and snow shoes (NSN : 8465-01-558-9958) ; -Color of boots shall be lusterless black per FED-STD 595C; -Boots shall not delaminate, corrode, rot or otherwise degrade while in storage at coastal and temperate locations, or while in transit per MIL-STD 810G ; -Boot design shall maximize comfort wherever possible in order to limit fatigue, yet maintain strength and durability when worn. Responses should include a single.pdf document for each category as formatted below: Tab A: Product Information - (Vendor Name) -Equipment information (i.e. weight, power consumption data, operating fuel types, operating temperature, dimensions and support components) -Technical information (i.e. technical literature, instructions, data and illustrations, photographs, patents) -Product cost (base system and components needed to operate) Tab B: Delivery, Training, Warranty, and DMSMS - (Vendor Name) -Delivery cost and timeline -Training costs and duration -Warranty costs and duration -Calibration Cost -Maintenance and sustainment certification requirements -Facilities that conduct the compliance calibration, if required -Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues Tab C: Certifications & Testing Summary - (Vendor Name) -Copies of list of any certifications held -Copies or list of any testing conducted, especially to any military standards, to include the dates of testing, brief summary of test objective, entity paying for the testing, and entity performing the testing. Tab D: Company Information - (Vendor Name) -Business size, address and provide their Commercial and Government Entity (Cage) Code Due to the need to transport and use this system both inside and outside the United States, respondents should identify any transportability-related system tests, all compatible system power sources (using amps, ohms, volts, watts), and the systems continuous-operation lifecycle. Respondents should also identify all imposed original equipment manufacturers restrictions that would prevent a MCSC third party contractor from conducting maintenance. Industry Day: At this time, there are no plans to hold an Industry Day regarding this RFI. Should the need for an Industry Day arise, information will be posted on the Federal Business Opportunities website (https://www.fbo.gov/) within 15 business days of the RFI closure. Non-Government Support Contractors: MCSC will use support contractors from Patricio Enterprises, Kalman & Company and Engility Corporation who are non-Government personnel to help collect and review market research information. Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as quote mark the Act quote mark ), as implemented in the FAR, protects proprietary information from unauthorized disclosure. Contractual organizational conflict of interest and non-disclosure clauses bind these support contractors to safeguard proprietary information in accordance with law and regulation. Supporting contractor personnel are procurement officials within the meaning of the Act and will sign Non-Disclosure Agreements as well as take all appropriate action to preclude unauthorized use or disclosure of proprietary data.
