- NIWCD Limited Tradeoff Evaluation Criteria NIWCD Limited Tradeoff Instruction to Offerors NIWCD Pricing Matrix 03 August 2015: This update is to 1) post the Government's anticipated Source Selection Strategy revision, and 2) to inform the industry that the final RFP is anticipated to be released in September, 2015. 1. The Source Selection strategy anticipated for NIWCD has changed from Lowest Price Technically Acceptable to a Limited Tradeoff. The change in strategy is an attempt to reward offerors for exceeding threshold requirements as identified in the Technical Subfactor 1.1 Mission Capability provided in Section M Evaluation Criteria. The reward is calculated as a Value Adjustment explained in Section M. Adjustments made to an offeror's proposed cost/price are for evaluation purpose only and do not change the contract value. Value Adjustment percentages are still in coordination and subject to change. 2. The Government is requesting feedback in the following specific areas. However, feedback on the entire package is encouraged. A Value Adjustment tab has been added to the Section L pricing matrix to assist offeror's in estimating what their evaluated cost will look like resulting from their technical performance above the threshold requirement in four specific areas as depicted in the Value Adjustment Table under Technical Subfactor 1.1 Mission Capability. a. Are the evaluation adjustments, Most Probable Cost & Value Adjustment, clear? Do you have any questions about the Value Adjustment Table under Technical Subfactor 1.1 Mission Capability? b. Has the Government overlooked anything you would expect to be evaluated from your experience with similar programs? c. Is the Total Evaluated Price (TEP) Worksheet understandable? Can it be improved? d. Has the Government asked for anything that could be identified as unnecessarily inflating program or proposal costs? 3. Please submit any written questions and/or comments on this draft RFP to Kevin Bush at Kevin.Bush.4@us.af.mil or Michelle Brinkman at michelle.brinkman@us.af.mil by 10 August 2015. All submitted questions and comments will be addressed and sanitized responses will be posted on FedBizOps.
